AVAILABILITY OF EDIT OPTION ON SIS TO UPDATE DATA

Government of the Punjab, School Education Department (Monitoring Wing) issued a letter regarding Availability of Edit Option for School Information System (SIS) on SIS Portal to Update or Rectify Wrong Data. As you are aware that the transfer exercise in two phases under e Transfer System, has been completed successfully on 29 July, 2019, wherein more than 35,000 teachers participated from all districts of Punjab. However, during recent exercise of e-Transfer, some schools were remained locked and resultantly, teachers of such schools, could not be able to apply for transfer because of incorrect information available on SIS. NOTIFICATION OF REGULARIZATION OF TEVTA EMPLOYEES

Government of the Punjab, Technical Education & Vocational Training Authority issued Notification Regarding Regularization / Introduction of Pension Scheme of all Tevta Employees. In pursuance of approval of TEVTA Board in its 47th meeting held on 12.03.2013, Rule 11(3) of TEVTA Rules 2011 and earlier notification dated 11.03.2016 regarding regularization / introduction of pension scheme of all TEVTA employees, the following clarifications are hereby issued; Pensionable service of all TEVTA regular employees shall be considered from the date of initial appointment in terms of Rule 2.3 of Chapter II of Punjab Civil Services Pension Rules (already adopted by TEVTA Board). REVISION OF SPECIAL CONVEYANCE ALLOWANCE TO DISABLED EMPLOYEES OF FEDERAL GOVERNMENT

Government of Pakistan, Finance Division, Regulation Wing issued an Office Memorandum regarding Revision of Special Conveyance Allowance to Disabled Employees of Federal Government. The President has been pleased to enhance the rate of Special Conveyance Allowance admissible to disabled employees of Federal Government, paid out of Civil Estimates and Defence Estimates, from existing Rs.1000/- to Rs.2000/- per month, in addition to normal Conveyance Allowance, with effect from 1st July 2019.  The allowance is admissible to those Federal Government employees  who have been:- Declared disabled by a competent Medical Board, before or after  joining service, irrespective of the nature of disability.  Employed on merit / any type of quota including disabled employees quota.  It will not be admissible during leave of any kind, except medical leave  upto one month or casual leave.

Government of the Punjab, School Education Department issued a letter regarding Summer Camp in Education Institutions for Terminal Classes. I am directed to inform that the competent authority is pleased to allow the Summer Camps for the terminal classes in all the Public & Private Schools in the Punjab subject to the fulfillment of the following terms and conditions: Summer camps will be allowed for terminal classes i.e 5, 8, 9 & 10 only. Summer camps schedule will be observed from 07.00 AM to 10.30 AM.  Consent of the parents shall be necessary. Institutions to ensure that every student will bring eatables along with him / her to avoid Sunstroke & heatstroke etc. Appropriate arrangements for good quality food stuff, clean and cold drinking water will be ensured by the Institution. Safety and Security of the Campus and of students will strictly be ensured by the institution. No fee will be charged from the students by the Institutions.

ALLOTMENT OF GOVERNMENT FLATS TO SINDH SECRETARIAT EMPLOYEES

NON FILING OF INCOME TAX RETURNS DESPITE EARNING TAXABLE SALARY OF GOVERNMENT EMPLOYEES

Government of the Punjab, Services & General Administration Department, Regulations Wing issued a letter regarding Non-Filing of Income Tax Returns Despite Earning Taxable Salary. Section 114 of Income Tax Ordinance, 2001 requires government employees earning taxable income to file their Income Tax Returns. The compliance with this provision of law is essential to ensure documentation of economy. However, contrary to this requirement, it has come to the notice of Government of the Punjab that a large number of employees are not filing their Income Tax Returns. They are under the impression that there is at source deduction of income tax on their salaries, hence, filing of return is not called for. This is a misconception, which is against the above provision of law. CLARIFICATION REGARDING TIME SCALE PROMOTION TO OFFICERS IN BS-16 AND ABOVE HAVING STAGNANT POSTS

PROPER UTILIZATION OF THE SERVICES OF LABORATORY ATTENDANTS

Government of the Punjab, School Education Department issued a letter regarding utilization of the services of Laboratory Attendants in institutions. Laboratory Attendants have approached this department that head of the institutions are assigning them duties irrelevant to their job description. As per their job description, they have to work in the laboratory and keep the lab in order. They are holding qualification of Matric with Science; whereas, other Class-IV employees are literate only. They are vocational and utilize summer vacation; whereas, other Class-IV employees are non-vocational. In view of above, it is directed that all Heads of the Institutions may be directed to assign duties to the Laboratory Attendants as per their job description.

Provincial Disaster Management Authority Punjab (PDMA) intimated flood situation in the rivers due to the strong Monsoon Rain. Flood Forecasting Division, Lahore vide its Advisory / Alert, No. A-03/19, dated 22.7.2019 has intimated that according to the latest Hydro Meteorological prevailing conditions, a strong Monsoon rain bearing system is likely to affect the upper catchments of all the major rivers. GUIDELINES REGARDING INTER DISTRICT TRANSFERS THROUGH E-TRANSFER SYSTEM

Government of the Punjab, School Education Department, Monitoring Wing issued Guidelines Regarding Inter-District Transfers of Teacher Through E-Transfer System. During the phase of Inter-District E-Transfer, the following guidelines / instructions shall be followed by Chief Executive Officers (DEAS): While verifying data of applicants (BS-17 to BS-20), it will be ensured that scale & subject of the applicant and vacant post are same.  Information given on documents particularly date of joining and stay in the existing school, shall be cross-checked with SIS data. CEO (DEA) of the district applied from, shall conduct verification of documents of the applicants and CEO (DEA) of the district applied for, shall conduct verification of posts. Reasons of rejection, shall necessarily be recorded on SIS by the documents verifying CEOs (DEAs). Government of Sindh, Finance Department approved the Grant of Adhoc Relief Allowance to the Civil Employees of the Sindh Government. The Finance Division (Regulation Wing) Govt. of Pakistan, Islamabad has notified the "Grant of Adhoc Relief Allowance-2019" to the Employees of Federal Government w.e.f 1st July, 2019 as per detail given below; BPS-1 to 16 @ 10% of the Basic Pay BPS-17 to 20 @ 5% of the Basic Pay However, Government of Sindh in its Budget Speech 2019-20 announced 15% increase as "Adhoc Relief Allowance 2019" to all Government Employees and Pensioners. GRANT OF INCREASE IN PENSION TO PENSIONERS

Government of Pakistan, Finance Department, Regulations Wing issued an office memorandum regarding grant of increase in pension to pensioners of the federal government. CONSTITUTION OF COMMITTEE FOR REGULARIZATION OF CONTRACT STAFF

Government of Pakistan, Cabinet Secretariat, Establishment Division issued a notification regarding constitution of a committee to formulate a uniform policy for regularization of contract staff. The Federal Government has been pleased to constitute the Committee under the Chairmanship of the Advisor to the Prime Minister on Institutional Reforms and Austerity comprising the following to formulate a uniform policy for regularization of contract staff working in various Ministries / Divisions: Secretary, Establishment Division Member Secretary, Finance Division Member Secretary, Law & Justice Division Member Secretary, Railways Division Member Secretary, Power Division Member The competent authority has also been please to nominate Joint Secretary (Regulation), Establishment Division as Secretary of the Committee.

AMENDMENTS IN PUNJAB EDUCATION DEPARTMENT COLLEGE WING MINISTERIAL POSTS SERVICE RULES

Government of the Punjab, Services and General Administration Department (Regulation Wing) issued a notification regarding amendments in the service rules of college wing Ministerial Posts. In exercise of the powers conferred under section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1974), Governor of the Punjab is pleased to make the following amendments in the Punjab Education Department (College Wing Ministerial Posts) Service Rules 2002: AMENDMENTS In the Punjab Education Department (College Wing Ministerial Posts) Service Rules, 2002 for the existing schedule, the following shall be substituted: Lab Superintendent (BS-16):- Appointing Authority Administrative Secretary:- Recruitment Method - by promotion on seniority-cum-fitness basis from amongst the Lab Supervisors (BS-14). GUIDELINES FOR TEACHERS FOR INTER DISTRICT TRANSFERS FOR TEACHERS WITH E-TRANSFER SYSTEM

Government of the Punjab, School Education Department, Monitoring Wing issued guidelines for teachers for inter-district transfers with e-transfer system and extension in the stipulated time for submission of application. The second phase for Inter-District Transfers under E-Transfer System is underway which the guidelines / instructions already circulated are to be followed by all Chief Executive Officers, DEAs for timely completion of exercise. There are two steps of verification for on-going phase of Inter-District Transfer:- Verification of availability of vacant post will be done by CEO (DEA) of destination district (district applied for). This option is already available for CEOs and all CEOs are required to complete this verification by Monday 15th July. Verification of documents for teachers will be done by CEO of origin district (district applied from). Option for verification of posts will be available only once, status once updated will not be changed. All CEOs are required

TRANSITION FROM BA / BSC PROGRAMS TO ASSOCIATE DEGREE PROGRAMS PHASING OUT OF MA / MSC PROGRAMS

Higher Education Commission, Administration & Coordination (A&C) Division issued a notification regarding Transition from BA / BSc Programs to Associate Degree Programs Phasing Out of MA / MSc Programs. In place of the two-year BA / BSc programs (which have been terminated vide Notification No. 9-2(16)/Phasing out BA/BSc/Curri/HEC/2016/982 dated March 15, 2017), universities and colleges affiliated with public sector universities may offer Associate Degree programs (AD) for post-higher secondary students, in accordance with the following policies:  The new nomenclature (Associate Degree or AD) shall be adopted in all documentation and announcements related to two-year post-higher secondary or equivalent programs, and the previous nomenclature of BA/BSc programs shall be discontinued forthwith. Students who were enrolled or registered in BA/BSc programs on or before December 31, 2018 are allowed until December 31, 2020 to complete their programs and receive the BA or BSc degrees

TRANSFER OF ADMINISTRATIVE OFFICERS OF EDUCATION DEPARTMENT

Government of the Punjab, School Education Department issued a letter addressed to DPI(SE/EE), Punjab Lahore and all the CEOs(DEA) Punjab regarding Transfer of Administrative Officers Who has Served More Than Three Years on a Specific Post. I am directed to this Department's letter of even number dated 22.05.2019, the subject noted above and to request you to furnish list / data within two days positively of all District Education Officers (SE / M-EE / W-EE) and Deputy District Education Officers (M-EE / W-EE / SE / HQ) with their posting date at present place to proceed further in the matter please.

MINIMUM RATES OF WAGES FOR ADULT UNSKILLED AND JUVENILE WORKERS EMPLOYED IN ALL INDUSTRIAL AND COMMERCIAL UNDERTAKINGS IN PUNJAB

As per the Punjab Gazette, Notification No.SO(D-II)MW/2011(P-V) dated 01.07.2019 issued by Govt. of the Punjab, Labour & HR Department regarding fixation of Minimum Rates of Wages for Adult Unskilled and Juvenile Workers. In exercise of the powers conferred under section 6 of the Minimum wages Ordinance, 1961 (XXXIX of 1961), Governor of the Punjab, on recommendation of Minimum Wages Board, is pleased to specify the minimum rates of wages for adult unskilled and juvenile workers employed in all industrial and commercial undertakings of Punjab Province: Rs. 673.08/- per day (for eight working hours) Rs. 17,500/- per month (for 26 working days) The following deductions shall be allowed from the wages of workers for providing housing accommodation and transport subject to agreement between the employer and workers: For providing housing accommodation: Rs,217/- per months For providing transport facility. DIRECTIONS REGARDING E-TRANSFER ORDERS OF TEACHERS

Government of the Punjab, School Education Department, Monitoring Wing issued directions regarding e-transfer orders of teachers to all the CEOs(DEAs) of Punjab. It is to inform you that e-Transfer orders were issued with QR-Code for verification and also for joining / relieving in schools for shifting of data from current school to new school of posting.  Moreover, it has already been directed that system generated e-Transfer orders will be signed by the CEO (DEA) concerned for pay purpose for District Accounts offices and other official purpose & record. Furthermore, hard copies of joining / relieving will also be issued duly signed by the Heads of schools concerned for District Account office and other official purpose & record.
