  Accountant General Punjab office issued instructions to District Accounts Officers (DAOs) of Punjab regarding payment of honorarium through HR payroll instead of cheque in favor of DDO. In order to ensure transparency in the payment of honorarium, the competent authority has decided that the payment of honorarium would only be made through HR Payroll and no request for making payment through-DDO will be entertained. DAOs are directed to approach all the concerned DDOs and require them to submit their honorarium claims timely i.e. before 10th of June, 2021 so that the same could be processed through payroll system of SAP-HR Module.

 Accountant General Punjab issued a clarification to District Accounts Officer Bahawalnagr regarding admissibility of premature increments on promotion from Primary School Teacher (PST) to Elementary School Teacher (EST). Prior to 2014, as per the Punjab Education Department Recruitment Rules 1987, the post of EST was filled by direct recruitment. There was no provision for 50% in-service promotional quota reserved for Primary School Teachers (PSTs) against the post of Elementary School Teachers (ESTs). Later on with the approval of competent authority, S&GAD formulated new service rules of school teachers tilted.   Government of the Punjab, Finance Department issued a clarification regarding entitlement of monthly salary till the date of superannuation to the family of a deceased contract employee. Query Whether the net salary upto the age of 60 years shall be paid to the family of a contract employee in the light of Para-2(1) of clarification letter of Finance Department bearing No.FD.SR-I/3-3/2017 dated 29.11.2017.  Reply  Para-2(1) of clarification letter of Finance Department bearing No.FD.SR-I/3-3/2017 dated 29.11.2017 provides that family of the deceased who is a civil servant shall be allowed net salary alongwith annual increases in the pay till the date of superannuation of the deceased civil servant as per serial-2(i) of Finance Department's Policy letter dated 15.08.2017. Accordingly family of a deceased contract employee is not entitled to receive monthly salary till the date of superannuation.
