ADMISSIBILITY OF PREMATURE INCREMENTS ON PROMOTION FROM THE POST OF PST TO EST

 Accountant General Punjab issued a clarification to District Accounts Officer Bahawalnagr regarding admissibility of premature increments on promotion from Primary School Teacher (PST) to Elementary School Teacher (EST).


Prior to 2014, as per the Punjab Education Department Recruitment Rules 1987, the post of EST was filled by direct recruitment. There was no provision for 50% in-service promotional quota reserved for Primary School Teachers (PSTs) against the post of Elementary School Teachers (ESTs). Later on with the approval of competent authority, S&GAD formulated new service rules of school teachers tilted. "The Punjab School Education Department (School Education Services Rules 2014" vide Govt. of the Punjab, S&GAD Department Notification No.SOR-III(S&GAD)I-19/2004(P), dated 14.03.2014. According to which the post of EST was declared promotional post and further all PSTs had to be promoted to the post of ESTs in the light of new service rules ibid. The position has also been clarified vide Govt. of the Punjab Finance Department order No. FD PR.21-28/16, dated 18.01.2017.

TIME SCALE UP-GRADATION TO NEXT HIGHER SCALE OF OFFICERS OF PITC

  Managing Director, Pakistan Electric Power Company (PVT.) Limited (PEPCO) issued an office order regarding time scale upgradation of officers of PITC from BPS-19 to BPS-20. GRANT OF ADDITIONAL CHARGE ALLOWANCE

Government of the Punjab, Finance Department issued clarification regarding grant of additional charge allowance. I am directed to refer to this Department's circular letter No.FD.SRII.2-38/70, dated 17.03.1988, on the subject cited above and state that following questions have arisen about the subject matter: Whether additional charge allowance for more than one posts can be granted to the same officer? Whether additional charge allowance against a post lower in status than the incumbent post-of the officer, holding the charge, can be allowed?  The case has been examined in the Finance Department.
