PERMISSION TO PPSC TO CONDUCT EXAMINATION FOR VARIOUS POSITIONS WITH LIMITED CANDIDATES

  Government of the Punjab, Primary and Secondary Healthcare Department grant permission to Punjab Public Service Commission (PPSC) to conduct written examinations against pending requisitions received from various government departments subject to strict adherence of SOPs / guidelines to prevent Covid-19 spread.

ESTABLISHMENT OF SAHULAT BAZARS IN FOOTPRINTS OF RAMZAN BAZARS

  Directorate General Industries, Prices, Weights & Measures, Punjab issued a letter regarding preparation of contingency plan for establishment of sahulat bazars.           In the Price Review meeting held on 21.05.2021, following decisions were taken for the sake of relief of general public:- i . Sahulat Bazars will be established in footprints of Ramzan Bazars for provision of essential food items at controlled rates. These bazars will be made functional from Monday i.e. 24.05.2021and no funds will be provided in this regard. ii . All Deputy Commissioners to prepare comprehensive plan for establishment of these Bazars which is to be submitted by 22.05.2021. iii.  Monitoring of price control activities be conducted through Secretaries & Senior Officers and a duty roster will be issued by I&C Wing. vi . REMUNERATION FOR NSER SURVEY TRAININGS AND SURVEY IMPLEMENTATION

  National Socio-Economic Registry (NSER) is currently being updated in various parts of the country. For this purpose, the Federal Government has partnered with Provincial Education departments to undertake NSER update in Khyber Pakhtunkhwa (including erstwhile FATA), Azad Jammu & Kashmir, Gilgit and some districts of the Punjab province.             Teachers of the School Education Department (SED) in District Lahore are being engaged to perform door-to-door survey aiming to update National Socio-Economic Registry. For this purpose, NSER will organize training sessions for teachers, and upon qualification, teachers will conduct the door-to-door survey in their assigned enumeration areas.            NSER survey has two main activities, which include Training of Teachers and Survey Implementation. COLLECTION OF WORKING PAPERS OF CIVIL SERVANTS WHO HAVE COMPLETED 20 YEARS OF SERVICE

  Government of the Punjab, Services & General Administration Department (S&GAD) issued a letter to all departments for submission of working papers of Civil Servants Who have completed 20 years of service. The Rule 6(1) of the Punjab Civil Servants (Directory Retirement from Service) Rules, 2021 requires each department to maintain a list of civil servants who have completed twenty years' service. Moreover, the Rule 6(2) ibid provides for performance review of all civil servants by the Retirement Board.  Therefore, it is requested to submit working paper of all civil servants who have completed twenty years' service for performance review by the Retirement Board under the provisions of rules ibid within 10 days positively, alongwith a certificate duly signed by the Administrative Secretary that the list of officers is complete in all respects.

BANKS WORK TIMINGS DUE TO THE SPREAD OF COVID-19

 State Bank of Pakistan issued change in office and business timings in view of the National Command and Operation Centre (NCOC) to contain the spread of COVID-19. NOTIFICATION REGARDING CLOSURE OF LOCAL MARKETS IN SARGODHA AND RAWALPINDI

  Notifications issued regarding closing of local markets / commercial activities in Sargodha District and Rawalpindi District due to COVID. In view of local tradition and demands of local traders / general public, all markets / commercial activities shall remain closed on Friday & Saturday instead of Saturday & Sunday due to Covid-19 till further orders. 

OBSERVANCE OF DRESS CODE BY OFFICERS OF GOVERMENT OF THE PUNJAB

Officers of the Government of the Punjab are required to adopt appropriate dress code during office hours and while appearing before the Courts of Law. In this regard Officers are required to be mindful to maintain officer - like demeanor and grace which reflects propriety and decency in consonance with their professional roles.  All male officers may be instructed to observe proper dress code i.e. lounge suit / smart casual with closed collar shirt and tie or shalwar Kameez with waistcoat along with appropriate footwear. In case of female officers, the dress code should be in line with office decorum and norms while being reflective of the formal nature of official duties. These instructions may be implemented, with immediate effect and be disseminated to all subordinate offices, attached departments and autonomous bodies.

REGULARIZATION OF THE SERVICES OF JUNIOR CLERKS APPOINTED IN S&GAD THROUGH DEPARTMENTAL RECRUITMENT COMMITTEE

 Law Department has already advised in the matter and has also recorded its views on a Note for Additional Chief Secretary. The Honorable Supreme Court of Pakistan has laid down a principle in its judgment cited as 2009 SCMR 1, ordaining that a relief granted to any litigant by the judgment of Tribunal or Supreme Court is also to be provided to similarly placed employees, albeit non-litigants. Laying obeisance to this Principle, the junior clerks, appointed on contract basis, are entitled to the regularization of their service from the date of their initial contract appointments. The seniority list is also to be prepared mutatis mutandis, by giving effect to the above referred principle.

The Cabinet Division issued instructions regarding ban on use of whatsapp and other media for sharing of official / confidential information have been conveyed.

ASSIGNMENT OF ADDITIONAL CHARGE TO PROJECT EMPLOYEES

Government of the Punjab, Services & General Administration Department (Regulations/ O&M Wing) issued clarification regarding assignment of additional charge to project employees. On a query from Finance Department, a question has arisen whether project employees may be given the additional charge of a post.  The case has been examined in the Regulations Wing. S&GAD and it is observed that project employees are appointed for time bound activity of the project and are paid out of the development funds. Their situation is not much different from work charged employees because their remuneration is charged to the development scheme, irrespective of the fact whether the posts have been sanctioned in BS Regime by the Finance Department. Hence their position needs to be treated as such and not equal to the contract employees serving against a substantive post. SOPs TO PREVENT COVID-19 SPREAD WHILE RESTORATION OF OFFICIAL BUSES FOR SECRETARIAT

Government of the Punjab, Services & General Administration Department (Motor Transport Wing) issued SOPs to prevent Covid-19 spread while restoration of official buses deployed to pick & drop to the employees of secretariat. In pursuance of Government of the Punjab, Primary & Secondary Healthcare Department Notification No.SO(G)P&SHD/4-1/2020 dated 09.08.2020 regarding restoration of public transport, the competent Authority has been pleased to allow to operate Secretariat official bus service subject to adoption of SOPs / guidelines. PROHIBITION OF BOOK TITLED SARMAYA URDU PUBLISHED WITHOUT PRIOR APPROVAL OF PUNJAB CURRICULUM AND TEXTBOOK BOARD

  Punjab Curriculum & Textbook Board issued a letter regarding prohibition of the book titled "Sarmaya Urdu" published without prior approval of Punjab Curriculum and Textbook Board, Lahore by M/S Tahzib Sons, Publishers. It has come to know that the subject cited book published by M/S Tahzib Sons, Publishers contains content regarding wrong date of birth of founder of Pakistan "Quaid-e-Azam Muhammad Ali Jinnah". Moreover, this book is being published and sold without prior approval of Punjab Curriculum and Textbook Board, which is a violation of Section 10 of Punjab Curriculum and Textbooks Board Act 2015.  You are therefore, directed to stop producing, printing, publishing, selling or using the said book in any institution and immediately recall its stock from Schools, Book Shops and from any other place. CONSTRUCTION OF DUAL ROAD FROM ALIPUR CHOWK TO KALASKY AND GONDLANWALA BYPASS

Prime Minister's meeting with ticket holders (PTI) / noteable from Gujranwala Division regarding construction of dual roads from Ali Pur Chowk to Head Qadirabad. Kindly refer to this Office 0.0. No.36/Meeting/Notables/2020/PAU-I/Punjab dated 27.02.2020 and to say that his office issued instructions for "Construction of dual road from Ali Pur Chowk to Kalasky and Gondlanwala bypass". INSTRUCTIONS REGARDING OPENING OF OFFICES WITH SKELETON STAFF IN PUNJAB

In view of the alarming increase in the number of COVID-19 cases, the Competent Authority has desired as under: For offices opened with skeleton staff (Reference Notifications of even number dated 23.03.2020, 26.03.2020 and 31.03.2020). The Administrative Secretaries (ACS where applicable) are desired to re-determine their essentially required / skeleton staff to attend office. Unnecessary staff may not be called to attend office.
