AMENDMENTS IN TRANSFER POLICY 2013 OF TEACHERS

Government of the Punjab, School Education Department issued Amendments in Transfer Policy 2013 for Teachers. In continuation of this department's letter No SO(SE-IV)2-34/2009(TR) dated 27.07.2013 on the subject cited above. The Competent Authority has been pleased to approve following amendments in Transfer Policy, 2013. Ban will remain relaxed on transfers postings from 1st June to 31st July every year. CLARIFICATION REGARDING GRANT OF EXECUTIVE ALLOWANCE

Government of the Punjab, Finance Department issued Clarification Regarding Grant of Executive Allowance to all Officers Working on the Cadre Strength / List of Posts Duly Notified by Services & General Administration Department. To clarify that in case an officer is posted upon a post, which is enlisted for grant of Executive Allowance, but the incumbent carries lower scale or higher scale, as the case may be, then the said officer is entitled for grant of the Executive Allowance @ 1.5 times of monthly basic pay of the scale in which he is drawing his pay.

CLARIFICATION REGARDING TIME SCALE PROMOTION FROM THE DATE OF REGULAR APPOINTMENT OR UP-GRADATION OF POST

Government of the Punjab, Finance Department issued Clarification Regarding Grant of Time Scale Promotion from the Date of Regular Appointment or from the Date of Up-Gradation of Post. I am directed to refer to this Department's Notifications Nos FD.PC 39-14177(Pt-IV(APCA/08(Provi) dated 04.01.2016, FD PC 40-80/2015 dated 26.07.2017, and all other orders under which up-gradation was allowed to certain employees, and to state that a question has arisen as to whether the length of service for the grant of Time Scale Promotion would be counted from the date of regular appointment or from the date of up-gradation of  post? It is clarified for all concerned that the length of service in the same scale for the grant of Time Scale Promotion would be counted from the date of up-gradation / promotion / regular appointment (whichever is later) of the post held by the concerned incumbent.

RECRUITMENT OF EDUCATORS THROUGH PUNJAB PUBLIC SERVICE COMMISSION

Government of the Punjab, School Education Department issued a letter addressed to the Secretary, Punjab Public Service Commission (PPSC), Lahore regarding recruitment of Educators in District Mianwali and Tehsil Kotli Satian & Muree of District Rawalapindi. In continuation of Health Department's order No.SO(ME)9-5(PG)/2018, dated 26.04.2019, the Competent Authority has been pleased to impose complete ban on deputation and Extra Ordinary Leave (without pay) for in-service Postgraduate Trainees (newly admitted as well as ongoing training) having less than three (03) years of service as mentioned in their offer letters, with immediate effect and until further orders.

FREE OF COST DIAGNOSTIC TESTS FOR DENGUE PATIENTS

Government of the Punjab, Primary & Secondary Healthcare Department issued a Notification regarding Free of Cost Diagnostic Tests for Dengue Patients in DHQ and THQ. The competent authority is pleased to announce diagnostic tests for dengue patients shall be performed free of cost in District Headquarter and Tehsil Headquarter Hospitals with Immediate effect. The decision of free of cost diagnostics shall be displayed at prominent places in the hospital / health facility and shall be widely publicized.

UPLOADING OF DATA OF OFFICERS AND STAFF IN THE OFFICES OF EDUCATION DEPARTMENT ON HRMS

Government of the Punjab, Schools Education Department issued instructions regarding uploading of data of officers and staff working in the offices of District Education Authorities on Human Resource Management System (HRMS). It is informed that Login Names & Passwords for uploading of data of employees working in the offices of District Education Authorities, have been created and conveyed to all Chief Executive Officers, DEAs by PITB. You are therefore, requested to ensure uploading of data of employees working in the offices of District Education Authority and complete the task BY 30TH SEPTEMBER, 2019 without fail and the concerned CEO, DEA shall be held responsible in case the employees' data is not uploaded on HRMS.

CHANCES OF EARTHQUAKE AFTERSHOCKS IN NEXT 24 HOURS

Government of Pakistan, Prime Minister's Office, National Disaster Management Authority, Islamabad issued warning of aftershocks in the next 24 hours due to today earthquake. In view of 5.8 magnitude with 10 Kilometre depth and 80 KM South East of Rawalpindi at Epicentre Jhelum earthquake on 24 September 2019, there are likely chances of aftershocks in the next 24 hours. You are requested to take all necessary precautionary measures to avoid any loss of lives and damage to public as well as private property. You are also requested to share details of losses / damages if any, please.

CLEANING OF WATER TANKS INSTALLED IN PUBLIC AND PRIVATE SCHOOLS

Government of the Punjab, School Education Department issued instructions to all CEOs, DEAs, Punjab regarding cleaning of water tanks installed in public & private schools to eliminate dengue virus / larva. As you are well aware that the Government of the Punjab has declared  the emergency keeping in view, the increased number of cases of Dengue patients. In view of the high alert, CEOs (DEAs) are required to take all necessary measures to eliminate Dengue virus/larva by engaging their designated teams/focal persons with the focus on the anti-dengue SOPs specially cleanliness of water tanks installed in schools. You are therefore, requested to direct the heads of schools (Public & Private) to ensure cleaning as well as chlorination of water tanks installed in schools and also paste the last date of cleaning and chlorination on water tank done by the concerned school. Please ensure the implementation of above said directions in letter and spirit, under intimation to this office.

IMPLEMENTATION OF ANTI-DENGUE MEASURES IN PUBLIC & PRIVATE SCHOOLS

Government of the Punjab, School Education Department (Monitoring Wing) issued a letter addressed to CEOs (DEAs) of Lahore, Rawalpindi and Faisalabad regarding Field Visit by Officers / Focal Persons Regarding Implementation of Anti-Dengue Measures in Public & Private Schools. As you are well aware that the Government of the Punjab has declared the emergency keeping in view, the increased number of cases of Dengue patients in Lahore, Rawalpindi and Faisalabad districts. NOTIFICATION REGARDING FIXATION OF MINIMUM RATES OF WAGES FOR WORKERS OF GLASS BANGLE INDUSTRY

Government of Sindh, Labour & Human Resources Department issued a notification regarding Fixation of Minimum Rates of Wages for all Categories of Workers Employed in Glass Bangle Industry in the Province of Sindh Under Section 5 of the Sindh Minimum Wages Act, 2015. CANCELLATION OF TEMPORARILY ADJUSTMENT ORDERS OF TEACHERS IN DISTRICT RAJANPUR

Chief Executive Officer, District Education Authority, Rajanpur issued an order regarding withdrawal / cancellation of temporarily adjustments orders in favour of teachers. All kinds of temporarily adjustment orders in favour of  Teachers (all categories), AEOs & officials issued by this office are hereby cancelled / withdrawn due to online attendance on School Information System (SIS) as their attendance will be marked at their original place of postings. All Teachers, AEOs & officials concerned are hereby directed to make sure their presence at their original place of postings without any delay. In case of non-compliance they will be held personally responsible for all the consequences.  

PROHIBITION OF USE OF MOBILE PHONES IN SCHOOLS IN TEHSIL JHANG

Deputy District Education Officer (W), Tehsil Jhang issued a letter regarding prohibition of use of mobile phones in schools by teachers. You are hereby directed to inform all the Schools Head Teachers to collect the Mobile Phones from all the teachers in Assembly session positively and return after closing of school. If any Mobile Phone found in the school hours from  any teacher the concerned Head Teacher and AEO will be personally held responsible for the consequences and a strict action will be taken against the defaulter under PEEDA Act, 2006.

REVISION OF SPECIAL JUDICIAL ALLOWANCE

Government of the Punjab, Finance Department issued a letter regarding Revision of Special Judicial Allowance Equal to Three Times Initial Basic Pay of Pay Scale 2017. In continuation of this department's letter of even number dated 25.03.2019 the Competent Authority i.e. the Governor of the Punjab under Article 208 of the Constitution, has approved to unfreeze the special judicial allowance earlier admissible as equal to three times initial basic pay of the pay scales 2008, and allow while revising the same at the rate equal to one basic pay of their respective current Pay Scale plus 50% of running basic pay w.e.f. 01.03.2019 to the members of Lahore High Court Establishment.

RATES OF DAILY WAGES FOR SKILLED WORKER / SEMI SKILLED WORKER / UN-SKILLED WORKER / PART TIME WORKER

Government of Pakistan, Directorate of Industries & Labour, ICT, Islambad issued a Notification regarding Rates of Daily Wages for Skilled / Semi / Un-Skilled / Part Time Workers w.e.f 01.07.2019. No.ADLW-8(20)/ICT/2019-793. In exercise of powers conferred upon him under section 6 of the Minimum Wages Ordinance, 1961. read with Justice Division Notification No.F-17(2)/Pub/80 dated 31-12-1980, issued in pursuance of Article 2 of the Islamabad Capital Territory Administration Order 1980 (P.O.
