ADMISSIBILITY OF GRANT OF LL.M / PH.D / M.PHIL DEGREE ALLOWANCE

Government of the Punjab, Finance Department issued letter regarding grant of PH.D / M.Phil / LL.M degree allowance admissibility.

  • I am directed to refer to the subject and state that hitherto Ph.D / D.Sc / M.Phil / LL.M Degree Allowance was allowed to Government servants where they were in possession of the same over and above the eligibility criteria of the post and it was not allowed where Ph.D / D.Sc / M.Phil / LL.M Degree was part of the eligibility criteria of a post. Now, in super-session of all previous notifications, issued from time to time (to the extent of eligibility criteria), Governor of the Punjab is pleased to decide that the Ph.D / M.Phil / LL.M Allowance will be admissible, w.e.f. 01.08.2019, under the following terms and conditions:
  • Ph.D / M.Phil / LL.M Degree Allowance is allowed to all Government servants, across the board, working under the administrative control of the Punjab Government without linking the same with recruitment rules and jobs assigned to the posts.
  • It will be admissible to the employees of those Statutory Bodies / Semi-Autonomous / Organizations / Corporations which have adopted the scheme of Basic Pay Scales of the Punjab Government in-toto.
  • Ph.D Degree holders will be entitled to draw Rs. 10,000/- per month as Ph.D Degree Allowance and M.Phil / LL.M Degree holders will be entitled to draw @ Rs.5,000/per month as M.Phil / LL.M Allowance.
  • Ph.D/M.Phil/LL.M Degree Allowance will be admissible from the date of notification of the final result issued by the university concerned for those already in service and with effect from the date of joining service for new entrants already in possession of the degree.
  • Those who are / had been in receipt of M.Phil / LL.M Allowance and had / have subsequently acquired Ph.D Degree would be entitled to the allowance on the basis of their last degree, i.e. Ph.D only, and the allowance having been/ being drawn on the basis of previous degree i.e. M.Phil / LL.M shall be discontinued with effect from the same date.
  • Ph.D /M.Phil / LL.M Degree Allowance will be allowed only if the degree has been / is acquired from the Higher Education Commission (HEC) recognized university.
  • In case of claim of equivalence of a degree, Ph.D /M.Phil / LL.M Degree Allowance will be allowed only if the Equivalence Certificate has been / is issued by the Higher Education Commission upon the request of the concerned administrative department.
  • All Administrative Secretaries / Concerned are requested to ensure implementation above mentioned instructions in letter and spirit.

Government of Pakistan, Directorate General, Immigration & Passports (Headquarter) issued Clarification regarding Change of Profession in Passport. CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. Short title, Commencement and Application:-  (1) These rules shall be called the Civil Servants (Efficiency and Discipline) Rules, 2020.  (2) These shall come into force at once and shall apply to every Civil Servant. 2.  Definitions:-  (1) In these rules, unless there is anything repugnant in the subject or context requires otherwise; (a) "Act" means Civil Servants Act, 1973 (Act No. LXXI of 1973); (b) "accused" means a civil servant against whom action is initiated under these rules; (c) "authority" means the appointing authority as prescribed in rule 6 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973: Provided that where proceedings under these rules are to be initiated against two or more civil servants jointly, the authority in relation

COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
