DELEGATION OF POWERS FOR TRANSFER & POSTINGS OF MINISTRERIAL CADER POSTS / AEOs

Government of the Punjab, School Education Department issued a letter regarding exercise of powers for transfer & postings of ministerial cadre posts / AEOs. This department has already adopted on-line transfer system for transfers / postings of teaching cadre posts and powers already delegated under Transfer Policy 2013 to District and Divisional officers regarding transfer of teaching posts were withdrawn vide letter dated 08.10.2019. However, the transfers / postings of ministerial cadre posts / AEOs have not yet been made online. CLARIFICATION REGARDING PAYMENT OF EXECUTIVE ALLOWANCE TO OFFICERS OTHER THAN POSTED BY S&GAD

Government of the Punjab, Finance Department issued clarification regarding payment of executive allowance to the officers other than posted by S&GAD. The Government of the Punjab has granted the said allowance to all officers posted by S&GAD against duly notified cadre strength / list of officers in light of approval of the Competent Authority. Certain queries raised by different forums regarding admissibility of Executive Allowance, have been examined and are being clarified as under:- Whether those officers who are the permanent employees of Administrative Department and working against the sanctioned posts / cadre strength of S&GAD by virtue of internal office orders can be granted Executive Allowance or otherwise? NOTIFICATION REGARDING ASSIGNING OF ADDITIONAL CHARGE OF S&GADs CONTROLLED POSTS

Government of the Punjab, Services & General Administration Department (ADMN WING) issued a notification regarding assigning of additional charge of vacant posts of BS-17 controlled by S&GAD to Divisional Commissioners. CLARIFICATION REGARDING EMPLOYEES IN BS-16 ARE GAZETTED OR NON-GAZETTED

Government of the Punjab, Finance Department issued a clarification regarding employees awarded time scale up-gradation to BS-16 is to be treated as Gazetted or Non-Gazetted. In continuation to this Department's letter No.FD.PC. 39-14/77(Pt-IV)(APCA/2008)(Provl), dated 08.01.2016 (copy enclosed), it is stated that on grant of Time Scale Personal Up-gradation, following questions have arisen in this regard: (i) As to whether, a Govt. servant on award of Time Scale Personal Up-gradation to BS-16 is to be treated as Gazetted or non-Gazetted?  (ii) As to whether the employees on award of Time Scale Personal Up-gradation to BS-16 are required to submit their Charge Assumption Reports or otherwise? UPGRADATION OF COMPUTER PERSONNELS IN BOARD OF REVENUE

Government of the Punjab, Finance Department issued clarification regarding up-gradation of computer personnel in the Board of Revenue. The case has been examined. Finance Department observes that the Computer Operators in Board of Revenue were recruited on the basis of qualification of Graduation with three months' diploma / certificate in any computer language of Software package according to "The Headquarters Ministerial Posts Board of Revenue, Punjab Service Rules, 1997", therefore, they are entitled to be up-graded / re-designated as Computer Operator (BS-15). GUIDANCE REGARDING APPOINTMENT OF WIDOW UNDER RULE 17-A OF PUNJAB CIVIL SERVANT RULES

JOB DESCRIPTION OF PRIMARY & SECONDARY HEALTHCARE MONITORING & EVALUATION ASSISTANTS (MEAs)

Policy & Strategic Planning Unit, Primary & Secondary Healthcare Department issued a letter regarding job description of P&S Healthcare MEAs. Under the Chief Minister's Punjab Roadmap, Primary & Secondary Monitoring & Evaluation Assistants have been recruited and working as third party monitors. It has been noticed that primary and secondary healthcare MEAs are asked to perform duty in Polio & Dengue campaigns. This office knows the importance of such campaigns but as per the letter No. PSPU/129/14/2026 dated 13th March, 2015 health MEAs may not be used for duties other than Monitoring & Evaluation of health facilities. The MEAs have to make repeated visits of the health facilities assigned to them. The data collected through the MEAs is presented to the Health Minister and Secretary P&SH Department in the monthly stocktake meeting of Chief Executive Officers of all 36 districts of Punjab. NOTIFICATION OF UPGRADATION OF ELEMENTARY SCHOOLS TO HIGH SCHOOLS

Government of the Punjab, School Education Department issued a notification regarding Up-Gradation of Elementary School to High Level in all 36-Districts of Punjab. Competent authority has been please to approve the up-gradation of 1227 Elementary Schools to High Level in all 36 districts of Punjab in context of rationalization of teacher exercise by utilizing the services of existing teachers of up-graded schools to start 9th & 10th classes in larger public interest. H No SNE (as per prescribed norm) will be provided to these schools by School Education Department / Finance Department till (02) next academic sessions w.e.f the date of issuance of notification. The senior most teachers (male / female) of up-graded schools will perform as officiating Headmasters / Headmistresses and DDOs of up-graded schools. CLARIFICATION REGARDING UP-GRADATION OF COMPUTER PERSONNEL

Government of the Punjab, Finance Department issued clarification regarding up-gradation of computer personnel on recommendation of the committee headed by the Additional Chief Secretary. According to Finance Department's Notification No FD PC 32-7/2007(1037/07). dated 23.04.2008, where contract appointments are made in the prescribed pay scale of the post, the incumbents, under the Contract Appointment Policy dated 29.12.2004, are treated at par with regular civil servant. They are therefore, entitled to subsequent increase in pay, allowance, or enhanced scale as admissible to their counterpart civil servants. PROHIBITION OF PUBLISHMENT OF THE BOOKLET SERIES TITLED INFANT MATHEMATICS

Punjab Curriculum and Textbook Board (PCTB) issued a letter regarding prohibition of publishing of the booklet series titled Infant Mathematics (Pakistan Edition) prior approval of PCTB. It has come to know that the subject cited booklet series published by M/S Sunrise Publications contains material and content falling under Section 10(5) of the Punjab Curriculum and Textbooks Board Act 2015 under which printing, publication, selling or prescribing in an institution of any textbook or supplementary material which is or is likely to be detrimental for examination or assessment purposes, or which contains anything repugnant to the injunctions of Islam or contrary to the integrity, defence or security of Pakistan, or any part of Pakistan, public order or morality cannot be approved. Further, the cited booklet series is being published and sold without prior approval of Punjab Curriculum and Textbook Board, which is a violation of Section 10 of Punjab Curriculum and Textbooks Board Act 201

GRANT OF SOLICITORS ALLOWANCE @ 30% OF BASIC PAY

Government of the Punjab, Finance Department issued a notification regarding grant of solicitors allowance @ 30% of basic pay w.e.f 01.01.2020. In pursuance of approval of Chief Minister Punjab and Standing Committee of Cabinet on Finance & Development in its meeting held on 30.12.2019. Finance Department conveys its concurrence to grant Solicitors Allowance @ 30% of Basic Pay w.e.f. 01.01.2020 to the Ministerial Staff (BS-01 to BS-17) of Solicitor's Department Headquarters Lahore. Government of Punjab has decided that all the employees (officers & officials) shall wear mask in Government Offices, without fail, as a measure against spread of COVID-19.
