CLARIFICATION REGARDING UP-GRADATION OF COMPUTER PERSONNEL

Government of the Punjab, Finance Department issued clarification regarding up-gradation of computer personnel on recommendation of the committee headed by the Additional Chief Secretary.

According to Finance Department's Notification No FD PC 32-7/2007(1037/07). dated 23.04.2008, where contract appointments are made in the prescribed pay scale of the post, the incumbents, under the Contract Appointment Policy dated 29.12.2004, are treated at par with regular civil servant. They are therefore, entitled to subsequent increase in pay, allowance, or enhanced scale as admissible to their counterpart civil servants. Administrative Departments were also advised to revised terms & conditions of appointment of contractual employees to the extent of scale of their posts. Moreover Finance Department has clarified that the length of service in the same scale for the grant of Time Scale Promotion would be counted from the date of up-gradation promotion / regular appointment (whichever is later) of the post held by the concerned incumbent vide Finance Department's Notification No FD PC 40-80/2015 (115/19), dated 03.09.2019. Hence, the contract employees who do not fall under the category of the contract employees mentioned in the letter dated 23.04.2008 are not entitled for Time Scale Personal Up-gradation.


Computer Personnel who were recruited in BPS-12 to 14 having prescribed qualification of BA / BCS have been up-graded / placed in BPS-15 and re-designated as Computer Operator with revised prescribed qualification i.e. BA + 4 months training in Computer Language / BCS (2 Division) and the incumbents possessing higher qualification of BA/BCS + 4 months training in computer language alongwith more than three years' experience are not entitled to grant of higher pay scales BS-16 according to Finance Department's letter No FD PC 40-43/2017(E) dated 14.12.2018.

It is further informed that the contract employees are entitled for up-gradation in case of up-gradation of the post only the benefit of Service Structure and Time Scale Personal Up-gradation is specific for civil servants.

In view of the above, the view point expressed in letter No PR-1-(Health Gazetted)/293, dated 07.03.2019 are not confirmed It is requested to take necessary action as per para-2-3 above.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed.
