GRANT OF DISPARITY REDUCATION ALLOWANCE TO FEDERAL GOVERNMENT EMPLOYEES

  T he Federal Government approved / granted Disparity Reduction Allowance @ 25% of the basic pay of Basic Pay Scales 2017 w.e.f. 1st March, 2021 to their civil employees. NOTIFICATION REGARDING AMENDMENTS IN REVISED LEAVE RULES 1981

 In exercise of the powers conferred under Section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1974), Governor of the Punjab approved the following amendments in the Revised Leave Rules, 1981 with immediate effect:- AMENDMENTS   In the Revised Leave Rules, 1981:        1) In rule 17  a. in the heading, the word "refused shall be omitted: b. in sub-rule (1), the words for the leave refused to him shall be omitted; c. in sub-rule  (2), the words "refused partly and" and "of such leave so refused shall be omitted; d. in sub-rule (3), the words "in lieu of such refused LPR and "for the period of leave so refused shall be omitted; and e. in sub-rule (4), the words "in lieu of such refused leave" shall be omitted.        2)   After Rule 36, the following shall be inserted:  "37. PRECAUTIONAY AND PREVENTIVE MEASURES TO BE OBSERVED FOR CORONA VIRUS IN SCHOOL EDUCATION DEPARTMENT

  All the wings of school education department shall operate with 50% strength on rotation basis. However, all the Additional Secretaries, Deputy Secretaries and Section Officers,  SED will attend the office regularly.

REQUEST FOR INCREASE IN PENSION BY APCA

 All Pakistan Clerks Association requested to Prime Minister of Pakistan for increase in pension. Pensioners have always been awarded the same increase in salary and allowances like other government employees but in the instant government all the pensioners / senior citizens of the country have been ignored by the Government from increase in pension, which tantamounts to discrimination. In view of above, it is requested to pass necessary orders / directions for increase in pension likewise other government employees and stop the practice of discouraging pensioners. Whenever, Federal Government increases allowances the same is incorporated in the pension across entire Pakistan but this time discrimination is being observed which is discouraged at all government levels.

REQUEST FOR INCREASE IN DISABILITY ALLOWANCE BY APCA

  All Pakistan Clerks Association requested to Chief Minister of Punjab for increase in Disability Allowance. Disable persons are also integral part of this society as they play a pivotal role in the enhancement & productivity of this society as well and they also perform their official assigned duties in a very professional manner, therefore, they also need the same attention like other government employees.  It is pertinent to mention here that Disability Allowance @ Rs.2,000/- per month is being given to the disable employees for the last 25 - 30 years, which is not sufficient, keeping in view of abrupt increase in prices because a common man is finding it very difficult to meet his daily house hold expenditures. INSTRUCTIONS FOR STRICT OBSERVANCE OF CORONA SOPs BY POLICE PERSONNEL

  Central Police Office, Punjab, Lahore Operation Branch issued instructions regarding strict compliance of COVID-19 SOPs by Police Personnel. The strict implementation and observance of Corona SOPs by all personnel. All officers / officials should wear mask and avoid close contact while performing their duties. Negligence in this regard shall not be tolerated and strict departmental action shall be taken in case of violation of Corona SOPs. Incase if any police personnel is observed showing any lapse about the SOP, action be taken against not only him / her but also his / her immediate supervisory officer.

DIRECTIONS TO ASSIGN ADDITTIONAL CHARGE ALL AEOs WORKING ON CONTRACT IN DISTRICT MANDI BAHAUDIN

  Chief Executive Officer, District Education Authority, Mandi Bahaudin issued direction to District Education Officers to assign additional charge against all AEOs working on contract. Owing to recurring acts of insubordination, inefficiency and involvement in acts of miscreancy against higher authorities, AEOs on contract have been found highly unsuitable for managerial posts. Therefore, DEOs were directed to assign additional assignments as AEOs to the suitable incumbents (preferably SSTs / SSEs) in consultation with Dy. DEOs concerned.

  Notifications issued regarding closing of local markets / commercial activities in Sargodha District and Rawalpindi District due to COVID. GRANT OF SOUTH PUNJAB RE-ALLOCATION ALLOWANCE FOR OFFICERS / OFFICIALS POSTED TO SOUT PUNJAB SECRETARIAT (SOUTH PUNJAB)

 The Competent Authority has been pleased to grant South Punjab Re-Allocation Allowance w.e.f 27.08.2020 for officers / officials posted to South Punjab Secretariat @100 % of monthly Basic Pay for officers / officials not receiving South Punjab Secretariat Allowance granted vide Notification No.FD.PR.12-7/2018 dated 08.12.2020/Police Administration Allowance granted vide Notification No.FD.PR.21-65/2014 (Pt-I) dated 26.08.2020 and @75% of monthly Basic Pay for officers receiving South Punjab Secretariat Allowance/Police Administration Allowance, and who are drawing pay from the payroll of South Punjab Secretariat Departments and office of the Additional Inspector General of Police, South Punjab subject to the following conditions:- The Allowance would not be applicable to personnel recruited from South Punjab.  The Allowance would not be applicable in perpetuity and shall be subject to periodical review by the Chief Secretary, with the initial review after a period of 01 year....

NOC TO START BS FOUR YEARS DEGREE PROGRAMME AT GOVT. COLLEGE HAFIZABAD

Government of the Punjab, Higher Education Department issued no objection certificate to start BS four years degree programme at Government College, Hafizabad in the subjects of Zoology and Botany. Higher Education Department, Government of the Punjab, has no objection against commencement of BS Four Years Degree Programme (FYDP) in the subjects of Zoology and Botany at Government College, Hafizabad, Gujranwala, without any financial liability.  This NOC is granted as the college fulfills all the codal formalities, according to the approved criteria of the Higher Education Department. However, affiliation with the concerned University for starting BS Four Years Degree programme is mandatory.

CORONAVIRUS VACCINATION CENTERS IN VARIOUS DISTRICTS

  Government of the Punjab, Primary & Secondary Healthcare, established coronavirus vaccination centers in various district. Opening time of centers is 08:00AM and closing time is 08:00AM daily.

DIRECTIONS REGARDING CORONAVIRUS (COVID-19) ALERT

 In the wake of impeding coronavirus alert, the Competent Authority has directed to convey the following instructions / directions to be observed in letter and spirit:  All educational institutions i.e. schools, colleges, medical colleges, Technical and Vocational institutions, universities (both public and private) shall remain closed for 3 weeks with immediate effect.  All examinations being conducted or to be conducted during coming 3 weeks shall remain cancelled. All tuition centers shall also be closed.  All Deeni Madaris shall remain closed for 3 weeks. NOTIFICATION REGARDING PERMISSION TO TAKE ALREADY SCHEDULED EXAMINATIONS TILL 19.03.2021

  All public & private schools in district i.e. Lahore, Faisalabad, Gujranwala, Gujrat, Rawalpindi, Multan, Sargodha and Sialkot are only allowed to take already scheduled examinations (send ups & entry exams) till 19.03.2021 under strict SOPs and in smaller batches of students. The School Administration would be held responsible for any violation in this regard.

CLOSURE OF UNIVERSITY OF SARGODHA DUE TO INCREASED COVID CASES

 In the wake of increasing number of positive cases of COVID-19 in University and hostels the Competent Authority is pleased to approve the following recommendations of Committee constituted to monitor and implement the matters related to reopening of the University made in its emergent meeting held on 14-03-2021 to minimize further spread of COVID-19: 1. All classes being conducted physically would immediately be converted to online mode for all academic programs initially for a period of two weeks. 2. Entry of students to University will be completely banned during this period, 3. University hostels will also be vacated immediately. Only foreign students, students of other provinces facing connectivity issues and students whose physical exams have already been scheduled during the above period will be allowed to stay in hostels by strictly following all SOPs of COVID-19. 4. Government of the Punjab, School Education Department issued a notification regarding closure of all public and private schools in district Sargodha w.e.f 15.03.2021 to 28.03.2021 due to considerable rise in Covid-19 positive cases.

BAN ON CO-CURRICULAR ACTIVITIES IN ALL EDUCATIONAL INSTITUTIONS

  Government of the Punjab, School Education Department issued a notification regarding ban on co-curricular activities i.e. sports etc. in all educational institutions. Co-Curricular activities i.e. sports etc. are banned in all Educational Institutions in Punjab subject to resumption of normalcy of educational activities.  

OBSERVANCE OF DRESS CODE BY OFFICERS OF GOVERMENT OF THE PUNJAB

Officers of the Government of the Punjab are required to adopt appropriate dress code during office hours and while appearing before the Courts of Law. In this regard Officers are required to be mindful to maintain officer - like demeanor and grace which reflects propriety and decency in consonance with their professional roles.  All male officers may be instructed to observe proper dress code i.e. lounge suit / smart casual with closed collar shirt and tie or shalwar Kameez with waistcoat along with appropriate footwear. In case of female officers, the dress code should be in line with office decorum and norms while being reflective of the formal nature of official duties. These instructions may be implemented, with immediate effect and be disseminated to all subordinate offices, attached departments and autonomous bodies.

GUIDELINES FOR IMPLEMENTATION OF POLICY REGARDING REGULARIZATION OF WORK CHARGE, DAILY WAGER AND CONTINGENT PAID STAFF IN COMMUNICATION & WORKS DEPARTMENT

 Government of Punjab S&GA Department has issued a policy to regulate the services of Work-charged employees. In this regard following guidelines are issued for guidance of the respective appointing authorities. The Terms & Conditions of service of regularized Permanent Workmen shall be governed by Industrial & Commercial Employment (Standing Orders), Ordinance, 1968  The Work-charge employees who have been working for more than 09 months shall be considered for regularization of Service as Permanent Workmen  The respective hiring authority shall prepare case of each Workman and submit it before the Departmental Scrutiny Committee for consideration. NOTIFICATION REGARDING SCHOOL CLOSERS FROM 15.03.2021 TO 28.03.2021 IN 07 DISTRICTS

  Government of the Punjab, School Education Department issued a notification regarding closing of school w.e.f 15.03.2021 to 28.03.2021 in 07 Districts due to increased Covid-19 cases. In pursuance of the decisions taken in the meeting of National Command and Operation Center (NCOC), all Public and Private schools in districts i.e. Lahore, Faisalabad, Gujranwala, Gujrat, Rawalpindi, Multan and Sialkot shall remain closed w.e.f 15.03.2021 to 28.03.2021 due to considerable rise in Covid-19 positive cases while rest of the districts will follow existing regular schedule.

NOTIFICATION REGARDING BAN ON CO-CURRICULAR ACTIVITIES IN 07 DISTRICTS

  Government of the Punjab, School Education Department issued a notification regarding ban on co-curricular activities i.e. sports etc. in 07 Districts where Covid-19 ratio is more than 20 cases. In continuation of this department's Notification of Even No. dated 26.02.2021, it is further added that no co-curricular activity (i.e. sports etc.) shall be conducted in those districts where Covid-19 positivity ratio is more than 20 cases i.e. Lahore, Gujrat, Multan, Rahim Yar Khan, Sialkot, Rawalpindi and Faisalabad subject to resumption of normalcy of educational activities.

NOTIFICATION REGARDING ACADEMIC SESSION FOR THE YEAR 2021-22

  Government of the Punjab, School Education Department issued a notification regarding academic session for the year 2021-22. In pursuance of the decisions taken in the meeting of Inter Provincial Education Ministers (IPEMC) Conference conveyed vide letter F. No. 11/2021-AS, dated 26th February, 2021, the Academic Session for the year 2021-2022 shall start from 1st August, 2021 to 31st March, 2022 for all Educational Institutions in Punjab.

ORDERS REGARDIN REGULARIZATION OF 106 CONTRACT EMPLOYEES OF PHE DEPARTMENT DECLARED AS INVALID

  Government of the Punjab, Housing Urban Development & Public Health Engineering Department issued an order regarding invalidation of regularization of 106 contract employees of PHE department. In pursuance of the decision of the Provincial Cabinet / Government dated 25.01.2021, the orders issued by this department, whereby the services of 106 contract employees of PHE department were regularized are hereby declared as void ab initio. 

REGULARIZATION OF THE SERVICES OF JUNIOR CLERKS APPOINTED IN S&GAD THROUGH DEPARTMENTAL RECRUITMENT COMMITTEE

 Law Department has already advised in the matter and has also recorded its views on a Note for Additional Chief Secretary. The Honorable Supreme Court of Pakistan has laid down a principle in its judgment cited as 2009 SCMR 1, ordaining that a relief granted to any litigant by the judgment of Tribunal or Supreme Court is also to be provided to similarly placed employees, albeit non-litigants. Laying obeisance to this Principle, the junior clerks, appointed on contract basis, are entitled to the regularization of their service from the date of their initial contract appointments. The seniority list is also to be prepared mutatis mutandis, by giving effect to the above referred principle.

REVISED REGULARIZATION ORDERS OF JUNIOR CLERKS ALREADY APPOINTED ON CONTRACT BASIS UNDER RULE 17-A

  The Chief Executive Officer (DEA), Hafizabad issued regularization orders of Junior Clerks appointed under rule 17-A w.e.f their initial date of joining. In pursuance of School Education Department, Govt. of the Punjab, letter No.SO(SE-III)5-419/2018 dated 25.11.2019 and Services & General Administration Department (Regulations Wing) vide notification No.SOR-III(S&GAD)2-8/2018 dated 29.10.2019 and No.SOR-III(S&GAD)2-8/2018 dated 19.01.2021, the Junior Clerks (BS-11) already appointed on contract basis under rule 17-A are hereby regularized in terms of Punjab Civil Servant (Appointment & Conditions) Rules 1974 with effect from date of joining.
