INSTRUCTIONS REGARDING IMPLEMENTATION OF E-RETIREMENT

 The School Education Department, Govt. of the Punjab has launched online system for E-Retirement to facilitate all honorable teachers.


All those teachers who are going to be retired in current year i.e. 2021 (and onward) have already sent an intimation message of their retirement from SED. In this regard all the concerned authorities (CEOs, DEOs (M&F-EE) are directed to process as per prescribed rules for online retirement cases through their login on HRMIS protal i.e. www.sedhr.punjab.gov.pk 


Guidelines for Stakeholders in E-Retirement Process

Stakeholder:- Teacher / Head Teacher / Headmaster / Headmistress / Senior Headmaster / Senior Headmistress / Subject Specialist / Senior Subject Specialist / Principal

Facility in SIS Regarding E-Retirement:- Each teacher is provided with personal login password on SIS to manage his e-retirement through personal profile page

Role in SIS HRMIS Regarding E-Retirement as per Prescribed Rules:-

  • Upon receiving SMS on his registered mobile number from system regarding his superannuation retirement, the teacher concerned will upload requisite documents through his personal login password of HRMIS / SIS for issuance of retirement notification.
  • Can submit requisite documents for his retirement on all other categories i.e. premature retirement, retirement on invalidation, voluntary retirement etc.
  • Can submit written request for retirement other than superannuation.
  • Can view and respond to the observation / objection on his retirement case raised by the appointing / sanctioning authority in real time.
  • On approval of the concerned authority, the teacher can download his retirement notification through his login password on HRMIS / SIS portal.
  • Can submit his request to the authority to withdraw his retirement case prior to issuance of retirement notification.
  • Can submit request for the cancellation of premature retirement notification prior to its actualization.
  • Can upload already issued manual retirement notification on portal for issuance of QR code generated notification from concerned authority.

Stakeholder:- Head of the Institution / Assistant Education Officer (AEO) / Head of the Office

Facility in SIS Regarding E-Retirement:- Each head teacher / AEO is provided with login password on SIS to verify and forward retirement case to the approving / sanctioning authority.

Role in SIS HRMIS Regarding E-Retirement as per Prescribed Rules:-

  • Can verify the original documents of the concerned teacher and forward the retirement case to the approving / sanctioning authority.
  • Can submit observation on the retirement / leave encashment / GP Fund case for the consideration of approving / sanctioning authority while forwarding the said case.

Stakeholder:- Retirement / Leave Encashment / GP Fund withdrawal Approving/ Sanctioning Authority i.e. 
  1. Secretary School Education Department for BS-17 to BS-19
  2. CEO (DEA) concerned for Secondary School Teachers
  3. DEO (EE-M/F) concerned for Primary and Elementary Teachers

Facility in SIS Regarding E-Retirement:- Each authority is provided with login password in SIS to manage his dashboard regarding e-retirement cases.

Role in SIS HRMIS Regarding E-Retirement as per Prescribed Rules:-

  • Can view retirement request of the teacher forwarded by Heady Teacher / AEO concerned.
  • Can raise observation / objection regarding the retirement / leave encashment / GP Fund withdrawal request of the teacher concerned.
  • Can approve the superannuation retirement of the teacher concerned.
  • Can decide the retirement request of the teacher other than superannuation.
  • Can sanction the leave of encashment and GP Fund withdrawal request of the teacher.
  • Can compulsory retire the concerned teacher under the law / rules.
  • Can issue QR code generated notification for already issued manual retirement notification uploaded by teacher on portal.

GRANT OF ADDITIONAL CHARGE ALLOWANCE

Government of the Punjab, Finance Department issued clarification regarding grant of additional charge allowance. I am directed to refer to this Department's circular letter No.FD.SRII.2-38/70, dated 17.03.1988, on the subject cited above and state that following questions have arisen about the subject matter: Whether additional charge allowance for more than one posts can be granted to the same officer?
