GUIDELINES FOR IMPLEMENTATION OF POLICY REGARDING REGULARIZATION OF WORK CHARGE, DAILY WAGER AND CONTINGENT PAID STAFF IN COMMUNICATION & WORKS DEPARTMENT

 Government of Punjab S&GA Department has issued a policy to regulate the services of Work-charged employees. In this regard following guidelines are issued for guidance of the respective appointing authorities.


  • The Terms & Conditions of service of regularized Permanent Workmen shall be governed by Industrial & Commercial Employment (Standing Orders), Ordinance, 1968 


  • The Work-charge employees who have been working for more than 09 months shall be considered for regularization of Service as Permanent Workmen 


  • The respective hiring authority shall prepare case of each Workman and submit it before the Departmental Scrutiny Committee for consideration. The case should include following documents:
  1. Hiring Orders for last 09 months atleast 
  2. Record of Wages paid to the employee for last 09 months atleast
  3. Suitability Certificate of workman against specific category from the Hiring Authority. While issuing Suitability Certificate, the Hiring Authority shall scrutinize the eligibility, qualification & skill sets of the workman against proposed category.

  • After recommendation from the Scrutiny Committee, the Hiring Authority shall Issue Regularization Order 

  • The work-charge employees who have more than 09 months of service but do not possess required skill set / qualification for post shall not be regularized. However, they shall be allowed to continue as Temporary Workmen till the completion of specific project / scheme / work 

  • The hiring of work charge employees in future shall be sparingly made and that too for only 90 days. Such a hiring will not be further extended. In case of extreme necessity, the next authority senior to the hiring authority shall give extension of 90 days through speaking order mentioning therein the reason for such extension. 

  • All the hiring authorities shall not extend period of hiring of a work charge employee beyond 90 days with effect from 01-02-2021 

  • The cases of Work charged employees who have been earlier regularized as Civil Servants in misinterpretation of Court Orders shall be sent to C&W Department for advice from the Law & Parliamentary Affairs Department. The complete case should include following Documents:
  1. Order of the Court 
  2. Regularization Order 
  3. Approval of the Cabinet regarding Creation of Post 
  4. Copy of the Budget from which the employee is at present drawing salary 

  • The wages / emoluments to be paid to the Regular Permanent Workmen shall be according to the Notified Wages issued by Finance Department 

  • Any overstay of a work-charge employee due to extension by the hiring authority shall be construed as misconduct / corrupt practice / loss to the government, on part of hiring authority and shall invoke disciplinary proceedings against such authority.

  • The appointing authorities of Regular Permanent Workmen shall ensure that the rights of the employees as provided under Industrial & Commercial Employment Standing Order Ordinance, 1968 are well guarded.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1.
