NOTIFICATION REGARDING WAGES RATES 2019

Government of the Punjab, Finance Department issued a Notification regarding Schedule of Wages Rates 2019 for Work Charged Employees. No.RO(Tech)FD 2-2/2018. Governor of the Punjab is pleased to approve the Schedule of Wage Rates-2019 (Annex-A) with effect from 1st July, 2019. LAHORE HIGH COURT DECISION REGARDING APPOINTMENT UNDER 17-A RULE ON REGULAR BASIS

Lahore High Court, Lahore issued decision regarding granting the benefit of 17-A Rule of the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974 that appointments under Rule 17-A shall be made on regular basis. Government has changed its policy qua mode of recruitment from contract to regular. Besides, this Court in the above-noted judgments has already declared the contract employment under Rule 17-A of the Rules, 1974, without lawful authority. More so, the Government has introduced an Ordinance, 2019 whereby all the contract employees completing their three years' service, have been allowed to be regularized. Therefore, I feel no hesitation in declaring this letter redundant as it lost its wisdom after 14.10.2009 when services of contract employees were directed to be regularized, and new appointments were also allowed to be made on regular basis subject to fulfillment of prerequisites. POLICY REGARDING ABUNDANT BUILDING OF SCHOOLS DUE TO MERGER OF SCHOOLS IN PAST

Government of the Punjab, School Education Department issued a Policy Letter regarding Abundant Buildings of Schools Due to Merger of Schools in Past. Kindly refer to the subject noted above and find enclosed herewith a list of 3297 merged Schools during 2010 to 2014 provided by PMIU-PESRP. Name of merged Schools pertaining to your respective District is also given in the list (year wise). A number of complaints/Press Clippings are being received in this Office regarding the encroachment/illegal occupation to abundant buildings of schools due to the merger of schools in recent years. APPEARANCE OF SENATOR HAFIZ HAMDULLAH SABOOR ON TV CHANNELS

Pakistan Electronic Media, Regulatory Authority, Islamabad issued a letter regarding Appearance of Senator Hafiz Hamdullah Saboor on TV Channels. The National Database & Registration Authority (NADRA) vide its letter dated October 11. 2019 has conveyed that Senator Hafiz Hamdullah Saboor is "confirmed Alien" as he is not a citizen of Pakistan. Therefore, NADRA vide its orders U/S 18(1) & 17(2) has cancelled and digitally impounded the CNIC issued to Mr. Hafiz Hamduallah Saboor. Since, it is established that the said person is an alien', therefore, all the TV channels (News & Current Affairs) are directed to refrain from inviting and projecting Mr. Hafiz Hamdullah Saboor in their programmes / talk shows, news etc. This issues with approval of the competent authority.

BAN ON CASUAL LEAVES IN DISTRICT RAJANPUR

Deputy Commissioner, Rajanpur issued a letter regarding Imposition of Ban on Causal Leaves. In upcoming days it is expected that political / religious parties may resort to protest and try to stage sit-in at various places which can detrimental to peaceful atmosphere. During these activities terrorists may get an opportunity to carry out their nefarious designs by targeting the participants of protests / processions. In view the expected upcoming development, there is dire need to ensure availability of staff of District Administration and all allied Departments to tackle any law & order / emergent situation. Therefore, complete ban on causal leaves is hereby imposed forthwith and till further orders except emergent kind of leaves.

CONSTITUTION OF COMPLAINT CELL REGARDING ILLEGAL INCREASE IN FEE BY PRIVATE SCHOOLS

Deputy Commissioner, Hafizabad issued a Public Notice and Constituted a Complaint Cell to Redress the Grievances of Parent regarding Illegal Increase in Fee by Private Schools. Under the judgment of August Supreme Court of Pakistan dated: 13.09.2019 regarding fee issues of Private Schools. FILLING UP OF VACANT TEACHING POSTS IN COLLEGES BY HIRING OF CTIs

Government of the Punjab, Higher Education Department issued a letter regarding Filling Up of Vacant Teaching Posts in Colleges by Hiring College Teaching Interns (CTIs). I am directed to refer to the subject cited above and to state that in order to overcome the shortage of teaching staff in the Colleges of Punjab, Higher Education Department has decided to hire 5000 College Teaching Interns (CTI), with 500 seats reserved for people with disabilities and people belonging to minorities. AMENDMENT IN THE PROMOTION POLICY 2010 FOR TEACHERS

Government of the Punjab, Services & General Administration Department (Regulations Wing) issued Amendment in the Promotion Policy 2010 for Teachers. The Chief Minister, Punjab has been pleased to approve the following further amendment in para 6 (8) (a) of the Promotion Policy - 2010: "Para 6(8)(a) Teachers, whose results are compared with the results of the Boards / Universities, last three years terminal board results may be considered out of which any two year's results should be equal or within the margin of 10% below (for each result)-from the concerned board / university result, while remaining one year's result may be ignored provided that other service record of the officer concerned is satisfactory.  Note: In case of head of teaching institution, overall result of the Institution may be considered." Furthermore, the Chief Minister has desired that more weightage may be given to the service record of the employees during the last five years. 

CONSIDERATION OF DATE OF BIRTH FOR RETIREMENT AS ON CNIC

Government of the Punjab, School Education Department issued a letter regarding Consideration of Date of Birth for Retirement as on CINC. It has been noticed with concern that date of birth on CNIC and Secondary  School Certificates / School leaving certificates etc are conflicting which leads to issues at the time of retirement during verification of date of birth. CNIC issued by NADRA is an authenticated document and is internationally accepted for issuance of various legal documents such as Passports. Nikah Nama. Land Record. Driving License etc. Therefore, CNIC is more authenticated legal document than School Leaving Certificate etc. In view of above, I am directed to request you that any variation in date of birth in CNIC and Secondary School Certificate / School Leaving Certificate etc may be rectified within 03 months. In future, at the time of retirement, date of birth as on CNIC will be considered the valid one. In this regard instructions may be circulated to the field format

NOTIFICATION OF LOCAL PUBLIC HOLIDAY ON 19.10.2019 (SATURDAY)

CRITERIA / POLICY FOR UP-GRADATION OF SCHOOLS FROM PRIMARY TO ELEMENTARY AND ELEMENTARY TO HIGH AND HIGH TO HIGHER SECONDARY

Government of the Punjab, School Education Department (Planning Wing) issued Notification Regarding Policy / Criteria for Up-Gradation of Schools from Primary to Elementary and Elementary to High and High to Higher Secondary. NO.SO(ADP-III) Pocliy/2019. The Competent Authority has been pleased to approve the Criteria / Up-gradation Policy for School Education Department. The Policy shall be effective forthwith. INTRODUCTION:   To make the up-gradation hassle-free and conducive for promoting the objectives of New Deal 2018-2023 transforming School Education in Punjab, the process for up-gradation of schools henceforth, shall be a regular activity coinciding with the Academic Sessions and Budget Calendar. Accordingly, a new policy of up gradation of the existing Government schools is being circulated. The policy covers the steps right from initiation of the request for up-gradation of a school till the start of new classes with new criteria of up-gradation without adversely affecting the
