PROHIBITION OF HOARDING AND PROFITEERING ON OXYGEN SUPPLIES AND RELATED DEVICES

  Government of the Punjab, Primary and Secondary Healthcare Department issued an order regarding ban on hoarding of and profiteering on oxygen supplies and related devices. The number of COVID-19 cases is on the rise in the Province of Punjab, positivity rate in some cities is constantly rising and third wave is looming, which poses a serious and imminent threat to public health. EXTENSION IN THE DATE FOR SUBMISSION OF ADMISSION FORMS FOR MASTER ANNUAL EXAMINATIONS BY SARGODHA UNIVERSITY

  University of Sargodha issued a notification regarding extension in the date for submission of admission forms for MA/MSc/M.COM  Part-I / Composite 1st Annual Examinations 2021 for fresh regular and private candidates till 10.05.2021 due to recent conditions of COVID-19.

NOTIFICATION REGARDING CLOSURE OF COLLEGES

  In view of the decision of National Command and Operation Centre (NCOC), all public and private colleges in Punjab shall remain closed till Eid-ul-Fitr, 2021 holidays due to prevailing COVID-19 situation.

BANKS WORK TIMINGS DUE TO THE SPREAD OF COVID-19

DECISIONS TO PREVENT AND CONTROL OF THIRD WAVE OF COVID-19

 T he number of COVID-19 cases is on the rise in the Province of Punjab, positivity rate in some cities is constantly rising and third wave is looming, which poses a serious and imminent threat to public health. Hence, it is mandatory to take all possible safety measures for prevention and control of this disease in the Province of Punjab. AND WHEREAS, in my opinion there are sufficient grounds to proceed under Section 4(c), 5(1)(e), 5(1)(f) of "The Punjab Infectious Diseases (Prevention and Control) Act 2020" as an immediate preventive and expeditious remedy and the directions hereinafter appearing are necessary to ensure public health, safety. control the spread of COVID-19 and conserve lives in the Province of Punjab.  AND WHEREAS, the declaration that COVID-19 represents a serious and imminent threat to public health throughout the Province of Punjab under Section 311) of the Act ibid has already been published in the Gazette after approval of the Chief Minister.  NOW TH

CLARIFICATION REGARDING DISBURSEMENT OF MEDICAL ALLOWANCE TO THE ELEMENTARY SCHOOL TEACHERS

  Deputy Accountant General, o/o Accountant General Punjab, Lahore issued a clarification to District Accounts Officer, Khanewal regarding disbursement of medical allowance to the EST teachers upgraded from BS-15 to BS-16 as on 01.01.2018. "If any employee is promoted / up-graded after 30.06.2015, he would be entitled to Medical Allowance @ 15% of his Basic Pay as on 30.06.2010 subject to 15% of the minimum of pay scales of Basic Pay Scales, 2008 against which such employees have been promoted / up-graded. He will be further entitled to 25% increase in the amount of Medical Allowance w.e.f. 01.07.2015 in pursuance of Pay Revision Rules 2015 and shall stand frozen at the same level. However, the Medical Allowance in no case should be less than Rs.1,500/- per month".  

SUSPENSION OF OUT PATIENT DEPARTMENTS (OPDs) SERVICES IN TEACHING / SPECIALIZED HOSPITALS

  Government of the Punjab, Specialized Healthcare & Medical Education Department suspended OPDs services in teaching / specialized hospitals in selected districts. Due to no respite has been noted in the number of COVID-19 cases, the Competent Authority has directed that OPD services of four specialties i.e. ENT, Ophthalmology, Dermatology and Dentistry shall remain suspended in public sector teaching specialized hospitals situated in Rawalpindi, Gujranwala, Lahore, Faisalabad, Sargodha, Multan, Bahawalpur, DG Khan and RY Khan with immediate effect for two weeks i.e. till 10th May, 2021.  The situation shall be reviewed on 11th May, 2021.

TWO WEEKS LOCKDOWN IN DISTRICTS WITH HIGH RATIO OF CORONAVIRUS

  Government of Pakistan, National Command and Operation Centre (NCOC) intimated two weeks city wise lockdown in various districts with high disease prevalence is tentatively planned with effect from 2nd / 3rd May, 2021. DECISIONS MADE IN THE NCOC MEETING ON 27.04.2021 REGARDING SOPs / GUIDELINES TO PREVENT SPREAD OF COVID-19

  National Command and Operations Centre on 27th April 2021 made following decisions in order to control and prevent of spread of Coronavirus: 1. Timely issuance of SOPs / guidelines for Itekaf, Shab-e-Qadar, Jumma-tul-Wida and Namaz-e-Eid be ensured.   2. Complete ban on tourism from 8th to 16th May 2021 including Eid Holidays. Closure of tourist resorts, public parks and hotels in /around tourist spots to remain closed.   3. Ban on travel (inter-provincial and inter-city transport) during Eid Holidays. However, locals specially of GB will be allowed to travel.   4. Closure of all tourist resorts, public parks, hotels, restaurants, shopping mall, transport.   5. Travel nodes leading to tourist spots closed; focus on Murree, Galiyat, Swat-Kalam, Sea View / Beaches and Northern Areas etcetera.   6. CLOSURE OF ALL PUBLIC AND PRIVATE EDUCATIONAL INSTITUTIONS IN PUNJAB TILL EID-UL-FITR

  Government of the Punjab, School Education Department issued notification regarding closure of all public and private educational institutions / schools in all districts of Punjab w.e.f 29.04.2021 to Eid-ul-Fitr, 2021 due to COVID-19.

SUSPENSION OF PHYSICAL CLASSES IN ALL EDUCATIONAL INSTITUTIONS OF COLLEGE EDUCATION DEPARTMENT IN SINDH

 In pursuance of the decisions of National Command and Operation Centre (NCOC) regarding the deteriorating situation of Covid-19 in the Province and with the approval of the Competent Authority, the following instructions are notified for strict compliance. i. Physical classes in all Public and Private educational institutions under administrative control of the College Education Department, Government of Sindh shall remain suspended with immediate effect till 17th May, 2021.   ii. The teaching staff will continue online/home based teaching-learning activities to cover up the loss of academic time.   iii. The Principals are directed to ensure presence of essential staff to ensure cleanliness and regular upkeep of the colleges during closure period.  

CLOSURE OF ALL PUBLIC AND PRIVATE COLLEGES

 Government of the Punjab, Higher Education Department issued a notification regarding closure of all public and private college till further orders. All Public and Private Colleges in high positivity districts (ie beyond 5%) of TT Singh, RY Khan, DG Khan, Bahawalpur, Lahore, Sheikhupura, Faisalabad, Gujranwala, Hafizabad, Khushab, Lodhran, Mandi Babuddin, Pak Pattan, Sahiwal, Sialkot, Rawalpindi, Sargodha, Multan, Okara, Jhang, Khanewal, Kasur, Bahawalnagar, Chakwal & Bhakkar are hereby closed with immediate effect until further orders. The Intermediate classes which were earlier allowed in the high positivity districts on staggered basis are also suspended with immediate effect till further orders.  Universities may continue academic activities as per notification issued by HEC Islamabad.

POSTPONEMENT OF EXAMINATIONS OF ALLAMA IQBAL OPEN UNIVERSITY

  Due to unavoidable circumstances, the AIOU ongoing examinations of BA program & upcoming AD/BS/BBA/BS/B.Ed examinations for semester Autumn 2020 have been postponed with effect from 26.04.2021 till further orders. 

POSTPONEMENT OF LARGE SCALE ASSESSMENT IN PUBLIC SCHOOLS

  Training and conduct of Large Scale Assessment (LSA) in all districts of Punjab is postponed due to COVID-19. The revised schedule for training and conduct of LSA will be issued later.

  Government of the Punjab, School Education Department issued notification regarding suspension of all educational activities in all public and private schools in district Gujrat.

  Government of the Punjab, Services and General Administration Department issued a notification regarding office timings in all the offices. For Offices Working on 5-Days a Week 1. DECISIONS OF NATIONAL COMMAND AND OPERATION CENTRE (NCOC) ON 23.04.2021

 NCC meeting chaired by Prime Minister was held on 23 April 21 and was attended by CMs provinces and all stakeholders. Taking stock of current COVID situation in country and host of religious / cultural activities in the month of Ramadan ul Mubarak: forum decided implementation of following NPIs in addition to already enforced NPIS: a. There will be complete closure of schools in districts beyond 5% positivity including classes from 9-12. Maximum emphasis on online learning   b. Complete ban is imposed on all activities after 6:00 PM till Sehr. Exemptions given only to essential services (petrol pumps, medical stores and vaccination centers etc) Section 144 will be imposed for strict implementation of NPIs.   c. 2 x days will be observed as closed days during a week (choice of days will be as per discretion of federating units). FREE ADMISSION IN FREE TRAINING OF E-ROZGAAR PROGRAMME OF GOVERNMENT

  Government of the Punjab, Youth Affairs and Sports Department announced free admission for free training to earn money from internet of e-Rozgaar programme.

CLOSURE OF SCHOOLS IN OKARA, JHANG, KHANEWAL, BHAKAR

  Government of the Punjab, School Education Department issued a notification regarding closure of schools in 4 districts in addition to already 13 districts. In addition to closure of schools in 13 districts, all public and private schools in districts Okara, Jhang, Khanewal and Bhakar are closed with immediate effect till further orders due to increased Coronavirus Cases.

CHANGE OF NOMENCLATURE OF PUBLIC SECTOR COLLEGES

 The Higher Education Department issued a notification regarding change of nomenclature of public sector colleges in Punjab.  The nomenclature of public sector colleges in Punjab have been changed as per following conditions; a. The nomenclature of government colleges, where BS programmes are being offered, shall be changed to Government Graduate Colleges b. All public sector colleges, including Intermediate, Commerce and Home Economics colleges where BS programs are not being offered, shall be renamed as Government Associate Colleges   e. Erstwhile Commerce and Home Economics Colleges are allowed to offer Associate Degree Programmes in market oriented disciplines, in addition to Commerce and Home Economics   d. Associate Colleges can be upgraded to Graduate Colleges after start of BS Four Years Degree Program (BSFYDP).

AMENDMENTS IN THE PUNJAB GOVERNMENT RULES OF BUSINESS 2011 FOR SOUTH PUNJAB SECRETARIAT

UPDATION OF DATA OF EACH EMPLOYEE OF EDUCATION DEPARTMENT ON HRMIS

 In future all transfers, postings, promotions, retirement notifications, initiation of PERs, and pension cases of all employees of education department will be processed through HRMIS and no manual application in foregoing issues will be entertained.  Therefore, to avoid any complications, data / profile of all employees must have been entered on HRMIS. Opportunity of data updating is provided to again with the direction to ensure uploading of data of all employees. Both teaching and non teaching staff within 15 days.   Government of Pakistan started registration and corona virus vaccination of citizens having over 50 years of age. Registration can done via website http://nims.nadra.gov.pk or sending CNIC number at 1166.

WITHDRAWAL OF ADVICES REGARDING TIME SCALE PROMOTION / TIME SCALE PERSONAL UPGRADATION

  Government of the Punjab, School Education Department withdraw advices regarding grant of Time Scale Promotion / Personal Upgradation in respect of Officers in BS-17 to BS-19. Government of the Punjab, Finance Department passed following directions / remarks:- "The Administrative Department is advised to withdraw all orders / advices of time scale promotion issued prior to issuance of Finance Department Notification No.FD.PC.40-12/2017 dated 20.12.2019 which are not covered under the notification ibid, whoever, the recovery of overpayment drawn on account of personal upgradation may be made as per law / rule."
