AMENDMENTS IN THE PUNJAB GOVERNMENT RULES OF BUSINESS 2011 FOR SOUTH PUNJAB SECRETARIAT

 Governor of the Punjab approved the following amendments in the Punjab Government Rules of Business 2011 with immediate effect:


AMENDMENTS 

In the Punjab Government Rules of Business 2011: 

1. In the rules: (1) In rule (2): 

(a) at clause (k), the following shall be inserted: "Department, South Punjab" means an attached department in the South Punjab Secretariat mentioned in column 3 of the First Schedule;"


(b) after clause (y), the following shall be inserted: 

 "(ya) "Secretary of Department, South Punjab" means head of Department, South Punjab mentioned in column 3 of the First Schedule;"


(c) after clause (z), the following shall be inserted: 

"(za) "South Punjab” means the areas consisting of the revenue jurisdiction of districts Bhawalnagar, Bahawalpur, Dera Ghazi Khan, Khanewal, Layyah, Lodhran, Multan, Muzaffargarh," Rahim Yar Khan, Rajanpur and Vehari notified by the Board of Revenue;

 

(zb) "Secretariat, South Punjab" means the attached departments with the suffix South Punjab' mentioned in column 3 of the First Schedule, when referred to collectively;"

 

(2) After rule 9, the following shall be inserted: 

"9A. Functions of the Additional Chief Secretary, South Punjab.- The Additional Chief Secretary, South Punjab shall exercise such powers and functions as may be assigned to him by the Chief Secretary."

 

(3) After rule 10, the following shall be inserted: 

"10A. Functions of the Secretary of Department, South Punjab.- The Secretary of Department, South Punjab shall exercise such powers and functions as may be assigned to him by the Secretary."


(4) In the First Schedule: 

(a) at Sr. No. 1 (Agriculture Department], in column 3, after entry (xiv), the following shall be inserted:
Head of Attached Department  (xv) Secretary, Agriculture Department, South Punjab."

 

(b) at Sr. No. 5 [Communication and Works Department], in column 3, after entry (vi), the following shall be inserted:

Head of Attached Department (vii) Secretary, Communication and Works Department, South Punjab."; 


(c) at Sr. No. 9 [Environment Protection Department], in column 3: (i): the existing entry shall be numbered as "(i)"; and (ii) after entry (i), as inserted above, the following shall be inserted: (
iii) Head of Attached Department Secretary, Environment Protection Department, South Punjab."; 


(d) at Sr. No. 13 [Forestry, Wildlife and Fisheries Department], in column 3, at (vii), the following shall be inserted:
Head of Attached Department Secretary, Forestry, Wildlife and Fisheries Department, South Punjab."; 


(e) at Sr. No. 16 [Higher Education Department], in column 3, at (ii), the following shall be inserted:
Head of Attached Department Education Department, Secretary, Higher South Punjab."; 


(f) at Sr. No. 18 [Housing, Urban Development and Public Health Engineering Department], in column 3, after entry (ii), the following shall be inserted:
Head of Attached Department (iii) Secretary, Housing, Urban Development and Public Health Engineering Department, South Punjab."; 


(g) at Sr. No. 21 [Irrigation Department], in column 3, after entry (xiii), the following shall be inserted:
Head of Attached Department | (xiv) Secretary, Irrigation Department, South Punjab."; 


(h) at Sr. No. 26 [Livestock &.. Dairy Development Department], in column 3, after entry (iv), the following shall be inserted:
Head of Attached Department (v) Secretary, Livestock & Dairy Development Department, South Punjab."; 


(i) at Sr. No. 27 [Local Government and Community Development Department], in column 3, at (ii), the following shall be inserted:
Head of Attached Department Secretary, Local Government and Community Development Department, South Punjab."; 


(j) at Sr. No. 31 [Population Welfare Department], in column 3, after entry (ii), the following shall be inserted:
Head of Attached Department (iii) Secretary, Population Welfare Department, South Punjab."; 


(k) at Sr. No. 31A [Primary and Secondary Healthcare Department], in column 3: i. the existing entry shall be numbered as "(i)" ; and ii. after entry (i), as inserted above, the following shall be inserted:
Head of Attached Department (ii) Secretary, Primary and Secondary Healthcare Department, South Punjab."; 


(l) at Sr. No. 34 [Revenue Department], in column 3: i. the existing entry shall be numbered as "(i)"; and ii. after entry (i), as inserted above, the following shall be inserted: 
Head of Attached Department (ii) Secretary, Revenue Department, South Punjab."; ..


(m) at Sr. No. 35 [School Education Department], in column 3, after entry (vii), the following shall be inserted:
Head of Attached Department (viii) Secretary, School Education Department, South Punjab."; 


(n) at Sr. No. 37 [Social Welfare and Bait-ul-Maal Department], in column 3, at (ii), the following shall be inserted:
Head of Attached Department Secretary, Social Welfare and Bait-ul-Maal Department, South Punjab."; 


(o) at Sr. No. 38A [Specialized Healthcare and Medical Education Department], in column 3, after entry (iii), the following shall be inserted:
Head of Attached Department (iv) Secretary, Specialized Healthcare and Medical Education Department, South Punjab."

CLARIFICATION REGARDING CHANGE OF PROFESSION IN PASSPORT

Government of Pakistan, Directorate General, Immigration & Passports (Headquarter) issued Clarification regarding Change of Profession in Passport. In continuation of this Directorate General circular of even number dated 11-03-2019. CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. Short title, Commencement and Application:-  (1) These rules shall be called the Civil Servants (Efficiency and Discipline) Rules, 2020.  (2) These shall come into force at once and shall apply to every Civil Servant. 2.  Definitions:-  (1) In these rules, unless there is anything repugnant in the subject or context requires otherwise; (a) "Act" means Civil Servants Act, 1973 (Act No. LXXI of 1973); (b) "accused" means a civil servant against whom action is initiated under these rules; (c) "authority" means the appointing authority as prescribed in rule 6 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973: Provided that where proceedings under these rules are to be initiated against two or more civil servants jointly, the authority in relation

COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
