GRANT OF AUDIT AND ACCOUNTS ALLOWANCE @ 20% OF BASIC PAY

Government of the Khyber Pakhtunkhwa, Finance Department (Regulation Wing) issued a notification regarding grant of Audit & Accounts Allowance @ 20% of basic pay to the employees of Directorate of Local Fund Audit. CLARIFICATION REGARDING APPOINTMENT UNDER RULES 17-A

Government of the Punjab, Services & General Administration Department a Notification about Clarification Regarding Appoint Under Rule 17-A on the Basis of Invalidation Certificate of Category "C". The Regulations Wing, S&GAD has examined the matter and it is observed that:  The civil servants retired on medical grounds in category “A” or “B” only are entitled to get the benefit of job under Rule 17-A of the Punjab Civil Servants (Appointment & Conditions) Service Rules, 1974, in favour of their wives / children, provided they are otherwise eligible for the posts.  The civil servants declared invalidated in category “C” are not entitled to get the benefit of job in favour of their children / wives under Rule 17-A of the rules ibid.

UNFREEZING OF SPECIAL JUDICIAL ALLOWANCE ADMISSIBLE EQUAL TO THREE TIMES INITIAL BASIC PAY

Lahore High Court, Lahore issued a Notification regarding Unfreezing of  Special Judicial Allowance Admissible Equal to Three Times Initial Basic Pay of the Pay Scale 2008. In exercise of the powers conferred by sub-para (ii) of Notification No. Judl.1-X(Home) / 89 dated 08.10.1995 of the Finance Department, Government of Punjab and in compliance with the directions of the National Judicial (Policy Making) Committee which mandates to remove the disparity in salaries and allowances of the judicial officers of all the provinces, the Honorable Chief Justice is pleased to unfreeze the Special Judicial Allowance admissible equal to three times initial basic pay of the Pay Scales-2008, to all the Judicial Officers of the Punjab Judicial Service and the members of the Lahore High Court Establishment; and allow them to draw Special Judicial Allowance equal to one initial Basic Pay of their respective current Pay Scales plus 50% of running Basic Pay, with effect from 1st March, 2019 as stands

PRIME MINISTER'S MEGA SPORT INITIATIVE REGARDING REVIVAL OF SPORT IN PUNJAB

AWARDING OF TIME SCALE FOR THE POST OF PRIVATE SECRETARY

Government of Sindh, Finance Department issued a letter regarding Awarding of Time Scale for the Post of Private Secretary from BPS-17 to BPS-18 in Light of Circular dated 21-03-2013. AMENDMENT IN PROMOTION POLICY 2010

Government of the Punjab, Services & General Administration Department (Regulation Wing) issued a notification regarding Amendment in Promotion Policy 2010. Detail:-  In order to further streamline the matters pertaining to promotion of  Government employees, the Chief Minister has been pleased to approve the amendment in  para 9(1)(iv) of the Promotion Policy 2010 as under: Para 9(1)(iv):-  Disciplinary proceedings, anti-corruption, or other enquiries or criminal cases are pending against him. However preliminary inquiry / probe in the department or complaint pending with Anti-Corruption Establishment shall not be considered as a cause of deferment. Only in case of registration of FIR in Anti-Corruption the concerned civil servant may be deferred for promotion. Further necessary action may be taken accordingly.

INDICATORS FOR EVALUATION & ASSESSMENT OF ASSISTANT EDUCATION OFFICERS (AEOs)

Government of the Punjab, School Education Department issued a Notification regarding Measurable Indicators to Evaluate / Assess the Performance of Assistant Education Officers (AEOs) by their controlling Officers. Detail:-  No.SO(SE-III)5-226/2017. In continuation of this Department's Notification of Even Number dated 12.09.2017, the Competent Authority has been pleased to notify following measurable indicators to assess / evaluate the performance of Assistant Education Officers by their controlling officers:- Conduct Out of School Children Survey:- Ensure that OOSC survey is conducted once a year before enrollment drive. LND (English, Math, Urdu):- Ensure that LND performance at markaz level is at least 80% per quarter. PEC Results (Grade 5 & 8):- Ensure that PEC results at the markaz level are at least same as last year. Students Attendance (K-8):- Ensure that average student attendance is at least 90% for Kachi to Grade-8. AEO Visits:- Visit each school twice per month

CLARIFICATION REGARDING ADMISSIBILITY OF SPECIAL / COMPUTER ALLOWANCE TO COMPUTER OPERATOR / DATA ENTRY OPERATOR

Government of the Punjab, Finance Department issued a clarification letter regarding admissibility of Special / Computer Allowance to Computer Operator / Data Entry Operator. The case has been examined. Lahore High Court, Lahore is advised that Computer Personnel are those employees who are employed on whole time basis on computer work in the Government Departments and other Government Institutions irrespective of the fact whether main frame computer is available or not in their organization. But the said Personnel should possess the minimum educational qualification of their Basic Pay Scale wise as described in the policy letter No FD.SR-I/9-7/85, dated 22.09.1986. Further necessary action may be taken in light of policy letter ibid.

UP-GRADATION OF COMPUTER PERSONNEL OF DMO OFFICES AND PMIU-PESRP

Programme Monitoring & Implementation Unit (PMIU), Punjab Education Sector Reform Programme (PESRP), Lahore issued a letter addressed to Section Officer (Budget-I), Government of the Punjab, School Education Department for advice / clarification regarding up-gradation of computer personnel of DMO offices and PMIU-PESPR. It is to state that existing nomenclature of the posts of Data Entry Operator / Computer Operator / Key Punch Operator / Key Punch Verifying Operator / Composer / System Operator has been re-designated as Junior Computer Operator (BPS-12) vide Finance Department's circular letter No. FD.PC 40-43/2017(E) dated 14.12.2018 (copy enclosed). Similarly the post of Data Processing Officer / Computer Operator has been re-designated as Senior Computer Operator (BPS-16). The posts of Data Input Operator (BPS-12), Data Processor (BPS-12) and Senior Data Processor (BPS-16) have not been included in the re-designated computer posts. NOTIFICATION REGARDING FAMILY ASSISTANCE TO THE CONTRACT EMPLOYEES

Government of the Punjab, Finance Department issued a notification regarding Family Assistance to the deceased employee working under the Contract Appointment Policy 2004. In exercise of the powers conferred on him by Article 241 of the Constitution of the Islamic Republic of Pakistan, Governor of the Punjab is pleased to direct that in the Punjab (Civil Services) Delegation of Powers Rules 1983, the following further amendment shall be made. AMENDMENT In the Punjab (Civil Services) Delegation of Powers Rules, 1983 in Appendix A after Sr. No.22 the following shall be inserted: FAMILY ASSISTANCE 22-A:-  Power to sanction financial assistance in case of;   (Full Powers) (a) deceased civil servants and  (b) deceased employee appointed or working under the Contract Appointment Policy 2004.

ABOLITION OF SUPERVISORY POSTS IN THE PUNJAB GOVERNMENT

Government of the Punjab, Finance Department, Deputy Secretary issued a letter regarding abolition of Supervisory Posts in the Punjab Government. I am directed to state that Governor Punjab has been pleased to abolish all vacant supervisory posts, i.e., Administrative Officer, Planning & Progress Officer, Budget & Accounts Officer, Registrar Departmental Examinations, Officer Incharge (B&A), Progress officer, Store Officer and similarly circumstanced posts with immediate effect and to declare filled posts as dying cadre. Further, if the abolished / declared dying cadre posts had promotion channel and the holder of the post of Superintendent fulfills criteria, he will be provided to that post through amendment in the service rules from the appropriate forum. Further, necessary action may be taken accordingly by the Administrative Departments.
