Government of Pakistan, Cabinet Secretariat Establishment Division issued a Notification regarding Clarification of Prime Minister's Assistance Package for Families of Government Employees Who Die in Service. The undersigned is directed to state that it has come to the notice of the Competent Authority that Ministries / Divisions / Attached Departments / Subordinate Offices request for clarification as to whether the services of employees who were appointed under the Prime Minister`s Assistance Package (PMAP) during the period from 15-06-2013 to 09-02-2015 may be regularized in accordance with the directions of this Division`s OM circulated vide OM No. 8/13/2016 E-2 dated 11-06-2018 or otherwise  This Division issued an Office Memorandum pertaining to PMAP with the approval of the Prime Minister stating that the families of the government servants who died during the period from 15-06-2013 to 09-02- 2015 shall be entitled to avail the benefits of PMAP-2014 issued on 20-10-2014.

Government of Pakistan, Finance Division (Regulations Wing) issued a Notification regarding Grant of BPS-17 to Superintendents BPS-16 of the Federal Government Ministries / Divisions / Attached Departments / Subordinate Offices. In pursuance of the Judgment of the Federal Services Tribunal passed in Appeal No.102 to 110(R)CS/2015 titled Muhammad Ismail and others and Supreme Court of Pakistan`s order dated 04-04-2017 passed in Civil Appeals No.2290-2298/2016 and CMAs No.4077-4085/2016, the condition contained in last two sub-paras viz-2(ii) & (iii) in Finance Division`s O.M.No.F.I(3)R-I/2010/2014 dated 10-09-2014 are hereby withdrawn w.e.f. the dated of its issuance. The Superintendents (BS-16) who have been granted BPS-17 are entitled to all benefits of (BS-17) including perks / privileges, premature increment, rental ceiling / house rent allowance and medical allowance, etc.

Government of Pakistan, Office of the Controller General of Accounts, Islamabad issued a letter regarding Issue / Revival of Family Pension. The queries raised vide your letter have been examined and this office clarifies that the family pension ceases to be payable in case of ineligibility of any surviving family member however the same may be revived anytime e.g. a married daughter may become widow and thus become eligible for family pension w.e.f 01-07-2015 in the light of Finance Division's O.M No.F.2 (2)-Reg.6/96-IX-700, dated 07-07-2015 (Annex-1). The same may again be ceased after the demise of widowed daughter or her re-marriage or the family pension may be transferred to the next beneficiary e.g a divorced daughter. So it is confirmed that a ceased pension/family pension can always be revived whenever an event entitles a family member to receive it if in confirmation with instructions issued by the Federal Government from time to time.
