POLICY FRAMEWORK FOR WORK CHARGED EMPLOYEES, DAILY WAGERS AND CONTINGENT PAID STAFF

 Pursuant to the approval of Provincial Cabinet through circulation among the Provincial Ministers under Rule 25(1)(b) of the Punjab Government Rules of Business 2011 and in terms of Rule 27 and Rule 28(15) of the Punjab Government Rules of Business 2011,  the Policy for workcharged / contingent paid and daily wage employees is hereby notified as under:- POLICY FRAMEWORK FOR WORK CHARGED EMPLOYEES,  DAILY WAGERS AND CONTINGENT PAID STAFF   LEGAL POSITION   The Chapter titled "Fundamental Rights of the Constitution of Pakistan guarantees equality of citizens and safeguard against discrimination in services. NOTIFICATION REGARDING PERMISSION OF 100% ATTENDANCE OF STUDENTS IN SCHOOLS

 NO.SO (A-1) 1-31/2008. In partial modification of this department's Notification of Even No. dated 28.01.2021, following amendment in Para 2 (i) is hereby made except those districts where Covid-19 positivity ratio has been more than 20 cases in the last 24 hours i.e. Lahore, Gujrat, Multan, Rahim Yar Khan, Sialkot, Rawalpindi and Faisalabad (enclosed):- Existing :-  Students of all the educational Institutions shall attend classes on alternate days with 50% ratio on any single working day as detailed in earlier letter of even no. dated 12.09.2020. Amended :-  Students of all the educational Institutions are allowed to attend classes 5/6 days a week (as the case may be) w.e.f 01-03-2021 except in the districts mentioned above.  This amendment shall be subject to review by the competent authority after 31st March, 2021.  All the concerned to ensure strict Implementation of SOPs already conveyed.

RE-FIXING OF TARGETS OF ANTI-DENGUE ACTIVITIES IN SCHOOLS

 In pursuance of the instructions from the Health Department received vide No. 1385/CD&EPC dated 14-02-20212, targets for Anti-Dengue activities per day, have been revised and re-fixed as under: Minimum 5 activities per day per user at Primary Level School Minimum 10 activities per day per user at Elementary Level School Minimum 20 activities per day per user at High/Higher Secondary Level School CEOs are, therefore, requested to ensure uploading of daily anti-dengue activities as per revised targets given above through respective Focal Person at school level in true letter & spirit.

HIRING OF SCHOOL TEACHER INTERNS (STIs) PHASE-I ANNOUNCED BY SCHOOL EDUCATION DEPARTMENT

 School Education Department, Government of the Punjab is going to launch School Teacher Interns Program (in six phases) on the pattern of Higher Education Department to cope with the emerging needs of the students and to overcome the shortage of teaching staff in the schools of the Province, Punjab as the number of posts of teachers in all over the Punjab are lying vacant and could not be filled through direct recruitment and promotion due to various reasons. The broad goal of STI is that the intern will have the best possible introduction to the teaching field. These teaching interns will gain knowledge about the community in which he or she is seeking career. The STIs may be hired on following terms & Conditions:-  Eligibility Criteria   1.1. CLARIFICATION REGARDING PREPARATION OF PERs FILES OF TEACHERS, OFFICIALS AND OFFICERS

 In continuation of the Directorate earlier letter No.506/Admn-A-4 dated. 21-012021 and No.608/Admn-A-4 dated. 25-01-2021 following clarification's are hereby made for consideration in letter and spirit. PERs of all PSTS / ESTs will be maintained for last 05 years within 03 months  PERs of all SSTs who are not in promotion zone will be maintained for last 05 years within 03 months PERs of all SSTS/ESTs who are falling in promotion zone will be maintained for the whole service tenure  within 03 months All Heads of Institutions, Government High / Higher Secondary School (M & F), District Hafizabad are hereby directed to submit the PERs according to above letter duly countersigned by the DEO in office of the undersigned within time frame period positively. In case of delinquency, Head will personally be held responsible for the adverse consequences as the higher authorities are pressing hard.

NOTIFICATION REGARDING RELAXATION OF UPPER AGE LIMIT FOR RECRUITMENT

  In exercise of the powers conferred under section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1974), Governor of the Punjab is pleased to make the following amendment in the Punjab Civil Servants Recruitment (Relaxation of Upper Age Limit) Rules, 1976 with immediate effect. AMENDMENT   In the Punjab Civil Servants Recruitment (Relaxation of Upper Age Limit) Rules, 1976, in rule 3, in clause vi), for the figure "10", the figure "15" shall be substituted.

NOTIFICATION REGARDING DECLARATION OF COLLEGES OF HAFIZABAD BY GOVERNMENT COLLEGE UNIVERSITY FAISALABAD

  Consequent upon the directions of the Higher Education Department of the Punjab, Lahore, conveyed vide No.SO(Univ)14-2/2019-P dated 26-09-2019, the Government College of Boys, Hafizabad, Government Postgraduate College for Women, Hafizabad and Government Degree College for Women Sharqi Side, Hafizabad are hereby declared as constituent units of Institute of Arts & Sciences Hafizabad.

ESTABLISHMENT OF SUB-CAMPUS OF GOVERNMENT COLLEGE UNIVERSITY FAISALABAD AT HAFIZABAD

The Competent Authority has pleased to approve "Institute of Arts & Sciences at District Hafizabad" as an affiliate institute of Govt. College University, Faisalabad.  Accordingly, Govt. College for Boys, Hafizabad, Govt. P.G. College for Women, Hafizabad and Govt Degree College for Women, Sharqi side, Hafizabad, will become constituent units of the said institute in 2020-2021. 

GRANT OF UTILITY ALLOWANCE UPON TIME SCALE PERSONAL UPGRADATION

 Competent Authority has been pleased to extend the facility of Utility Allowance @ Rs.25,000/- per month to those officers who are granted Time Scale Personal Upgradation  in the light of Finance Department letter bearing No. FD.PC.40-12/2017, dated 19.04.2019, from BS-19 to BS-20, in accordance with the rates fixed for BS-19 as prescribed in above referred letter.  All other terms and conditions regarding admissibility of the said allowance shall remain the same.

INSTRUCTIONS REGARDING SAVINGS BANK ACCOUNTS FOR SALARY AND PENSION

  The Director General, Pakistan Post has been pleased to provisionally allow the opening of new Savings Bank accounts for the purpose of Salary and Pension payment of the Postal Officers / Officials with immediate effect and till further order.

INSTRUCTIONS REGARDING TAKING CLASSES IN PRIVATE UNIVERSITIES / COLLEGES / INSTITUTIONS BY TEACHERS

The Competent Authority has taken serious reservations regarding taking classes in Private Universities / Colleges / Institutions by the teaching staff without prior permission / NOC from the Competent Authority. In this regard, the Govt. of the Punjab as well as Higher Education Department stipulated following rules which to be observed strictly in letter & spirit:- Rule No.16(1) of Punjab Civil Servants (conduct) Rules, 1966. "No Government Servants shall except with the previous sanction of Government engaged in any trade or undertake any employment of work other than his official duties"  Notification No. SO(A-1)SA-73/99 dated 10.08.1999 issued by the Higher Education Department.  "There shall be completed ban on teaching a Govt. employee in private institutions during the officials working hours.  

GRANT OF SPECIAL ALLOWANCE TO OFFICIALS / OFFICERS OF CHIEF MINISTER'S OFFICE

In pursuance in pursuance of approval of Chief Minister, Finance Department conveys its concurrence to the grant of Chief Minister's Office Special Allowance @ 50% of running Basic Pay Scales 2017 to the officers / officials on the payroll of Chief Minister's Office w.e.f. 01.07.2017 since their job requires them to work beyond normal working hours. This incentive shall not be quoted as a precedent. The expenditure will be met out of the current budgetary allocations of Chief Minister's Office.  Chief Minister's Office Special Allowance @ 50% of running Basic Pay Scales 2016, previously admissible to the officers/officials on the payroll of Chief Minister's Office, is hereby withdrawn w.e.f. 30.06.2017.  

RECRUITMENT OF PROFESSORS THOUGH PPSC

  Government of the Punjab, Higher Education Department issued a letter regarding recruitment of Assistant Professors, Associate Professor and Professors through Punjab Public Service Commission. The Competent Authority has directed to provide following information:  a) Subject-wise vacant posts of Assistant Professors (BS-18). Associate Professors (BS-19) and Professors (BS-20) against the "Direct Quota" of Recruitment.  b) Number of officers who were appointed against the quota of 5% Minority and 3% Disabled Persons in "Direct Quota".  c) Above mentioned information may kindly be submitted in the light of re-fixation of posts by Finance Department's letter dated 21.02.2020. 

REGULARIZATION ORDERS OF JUNIOR CLERKS FROM DATE OF JOINING RECRUITED UNDER 17-A RULE

  Chief Executive Officer, District Education Authority, Hafizabad issued order regarding regularization of Junior Clerks from the date of joining recruited under rule 17-A. In pursuance of School Education  Department, Govt. of the Punjab's letter No.SO(SE-III)S-419/2018 dated 25.11.2019 and Services & General Administration Department (Regulations Wing) vide Notification No.SOR-III(S&GAD) 2-8/2018 dated 19.01.2021, the following Junior Clerks (BS-11), already appointed on contract basis under rule 17-A are hereby regularized in terms of Punjab Civil Servant (Appointment & Conditions) Rules 1974, with effect from date of joining.

GRANT OF DISPARITY REDUCTION ALLOWANCE

  Government of Pakistan, Finance Department (Regulation Wing) furnished a summary for the cabinet for grant of disparity reduction allowance to the employees of the federal government. A structure of Unified Pay Scales was introduced in 1972 for all government servants. However, since 2009, disparities in salaries have occurred because employees of various government establishments were allowed 100 percent to 300 percent of the basic pay as allowance, in addition to the usual pay of the scale (list at Annexure-I).  The Government did not allow any increase in salaries of government servants in the budget for FY 2020-21. At the same time the tax slabs for the salaried class were revised. This lax revision, coupled with inflation, has had an adverse impact on government servants, whose take-home salaries were actually reduced even in nominal terms.  The matter was reviewed in the meeting of the Secretaries Committee wherein it was concluded that the salary structure of the Federal Secre

BAN ON USE OF WHATSAPP AND LIKEWISE MEANS FOR SHARING OFFICIAL DOCUMENTS

  Government of the Punjab, Services and General Administration Department (Welfare Wing) ban the use of whatsapp and likewise applications for sharing official letters / information. The Cabinet Division issued instructions regarding ban on use of whatsapp and other media for sharing of official / confidential information have been conveyed.
