SHIFTING / TRANSFER OF CLERICAL STAFF EDUCATION DEPARTMENT

Government of the Punjab, School Education Department issued a letter regarding shifting / transfer of clerical staff etc. as per transfer policy 2013. I am directed to refer to the subject cited above.  I am further directed to state that as per Sr. No.08 of Transfer Policy 2013, officials will not have tenure more than 03 years at one office / station However, it has been observed that policy instructions are not being observed in letter & spirit.  It is requested that above mentioned policy may kindly be observed across the board.

AMENDMENTS IN THE PUNJAB PROCUREMENT RULES

GRANT OF ADDITIONAL CHARGE ALLOWANCE

Government of the Punjab, Finance Department issued clarification regarding grant of additional charge allowance. I am directed to refer to this Department's circular letter No.FD.SRII.2-38/70, dated 17.03.1988, on the subject cited above and state that following questions have arisen about the subject matter: Whether additional charge allowance for more than one posts can be granted to the same officer? Whether additional charge allowance against a post lower in status than the incumbent post-of the officer, holding the charge, can be allowed?  The case has been examined in the Finance Department. LOCAL HOLIDAY IN DISTRICT PAKPATTAN

Deputy Commissioner, Pakpattan issued an order regarding local holiday within the revenue limits of District Pakpattan. REOPENING OF PUBLIC AND PRIVATE SCHOOLS

Government of the Punjab, School Education Department instructions regarding not opening of schools before 15.09.2020. I am directed to refer to the subject noted above and to forward herewith a copy of S&GAD's letter No.SO(FG-1)3-33/2020 dated 21.08.2020 along with copy of Ministry of Federal Education & Professional Training Government of Pakistan letter bearing No.F.No.1-8/2014-IPEMC-Pol dated 18.08.2020 wherein it has been intimated that decision made by IPEMC and endorsed by NCOC regarding re-opening of Public and Private Schools need to be adhered to by all concerned.  I am, therefore, directed to request you to ensure that decision of IPEMC regarding not opening of schools before 15 September, 2020 is fully adhered to and complied with, by all schools (public and private), under your respective jurisdiction.  The instructions must be complied with in letter and spirit.

ILLEGAL FILLING OF POSTS OF EST (PET) THROUGH PROMOTION AND NOT TO MAKE RECOVERIES

Government of the Punjab, School Education Department issued a letter regarding irregular / illegal filling of posts of Elementary School Teacher (Physical Education) though promotion contrary to service rules.  In continuation of this department's letter of even number dated 21.10.2019 wherein it was directed to withdraw all such orders regarding promotion as Elementary School Teacher (Physical Education) contrary to the Punjab School Education Department (School Education Service Rules, 1987, amended from time to time and to make recoveries as per law.  Hon'ble Supreme Court of Pakistan vide judgment dated 18.10.2019 in Civil Petition No 4439/2017 and CMA No. 8554/2017 titled as Shams ur Rehman etc Vs. ADVICE REGARDING TIME SCALE PROMOTION TO THE OFFICERS IN BS-16 AND ABOVE

Government of the Punjab, Finance Department issued a clarification regarding time scale promotion / time scale personal upgradation to the officers in BS-16 and above of school education department. Will the Section Officer (Promotion-Il). Government of the Punjab, School Education Department, kindly refer to his letter No SO(S-VI)SEDI8-2/2020, dated 05.05.2020. on the subject noted above?  The case has been examined. Administrative Department is advised to withdraw all orders / advices of time scale promotion issued prior to issuance of Finance Department's Notification No.FD.PC.40-12/2017, dated 20.12 2019 which are not covered under the Notification ibid. However, recovery of over-payment drawn on account of time scale personal up-gradation may be made as per law / rules.

SHIFTING / TRANSFER OF CLERICAL STAFF AS PER TRANSFER POLICY

  Government of the Punjab, School Education Department issued a letter regarding shifting and transfer of ministerial staff who have served for 03-years at one office / station. I am further directed to state that as per Sr. No.08 of Transfer Policy 2013, the ministerial staff such as Junior Clerks / Senior Clerks / Assistants / Stenographers / Superintendents / extra Assistant Directors etc will have 03 years tenure of service at one office station.  However, it has been observed that policy instructions are not being observed in letter & spirit. Over stay of clerical staff at same station has led to corruption and development of their monopoly over official issues.  In view of above, the Competent Authority has desired that clerical staff who have completed 03 years tenure in one office may be shifted / adjusted at some other Office / School.

CONVENING OF DEPARTMENTAL PROMOTION / SELECTION COMMITTEES MEETING

Government of the Punjab, School Education Department issued a letter convening of departmental promotion / selection committees meetings for promotion / pay package / pending move over cases of all categories (general / mc cadre) on monthly basis. I am further directed to state that competent Authority has taken a serious notice of delayed promotion / pay package / pending move over cases of teachers and directed that Departmental Promotion / Selection Committees meeting will be convened on 4th of every month (in case of holiday on 4th, the next working day) for awarding promotion / pay package / pending move over to the teachers of all categories (General / M.C Cadre). The minutes of meeting and notification will also be issued on the same day. In this regard the department will also be intimated accordingly. Any delay in this regard will be treated as misconduct and necessary proceedings will be initiated on the charges of misconduct and inefficiency against the concerned officers

GRIEVANCE REDRESSAL CELL REGARDING TRANSFER OF TEACHERS

Government of the Punjab, School Education Department issued a notification regarding nomination of Incharge of grievance redressal cell regarding transfer phase of teachers. Rana Abdul Qayyum, Director (Admn), Directorate of Public Instruction (SE), Punjab Lahore is hereby nominated Incharge Grievance Redressal Cell regarding transfer phase to cater for understaffed schools (red schools) from overstaffed schools (orange schools) through SIS. ADMISSIBILITY OF FULL ADHOC RELIEF ALLOWANCE DURING LEAVE

  Government of Pakistan, Finance Division (Regulation Wing) issued clarification regarding admissibility of full adhoc relief allowance during leave. Tne Finance Division endorses the viewpoint of the Office of the CGA vide above referred letter that all sorts of allowances (except Conveyance Allow like House Rent Allowance, Medical Allowance, Orderly Allowance etc. are paid in full during leave on half pay. Therefore, Adhoc Relief allowances shall also be paid in full during leave on half pay like other allowances.

RATIONALIZATION OF TEACHERS VIA E-TRANSFER SYSTEM

Schools Education Department, Punjab made rationalization / transfer of excess teachers from over staffed schools to under staff schools on administrative grounds. SOPs TO PREVENT COVID-19 SPREAD WHILE RESTORATION OF OFFICIAL BUSES FOR SECRETARIAT

Government of the Punjab, Services & General Administration Department (Motor Transport Wing) issued SOPs to prevent Covid-19 spread while restoration of official buses deployed to pick & drop to the employees of secretariat. In pursuance of Government of the Punjab, Primary & Secondary Healthcare Department Notification No.SO(G)P&SHD/4-1/2020 dated 09.08.2020 regarding restoration of public transport, the competent Authority has been pleased to allow to operate Secretariat official bus service subject to adoption of SOPs / guidelines. GUIDELINES FOR SAFE RE-OPENING OF SCHOOLS IN PUNJAB

Government of the Punjab, School Education Department issued guidelines for safe re-opening of schools in Punjab to prevent spread of Covid-19. I am directed to refer to Primary & Secondary Healthcare Department's letter No.SO(EP&C)1-8/2020 dated 07.08.2020, which delineates SOPs for schools and educational institutes to prevent Covid-19 spread while resumption of educational activities in the Province.  It is stated that the Government of Punjab, School Education Department is planning to resume academic activities at public and private schools in Punjab with effect from 15th September (tentative date) in compliance with the decision of National Command and Operation Committee (NCOC) subject to review of the situation by NCOC in September. CLARIFICATION REGARDING ENTITLEMENT OF SPECIAL ALLOWANCE FOR HOLDING OF ADDITIONAL POST

Government of the Punjab, Finance Department's notification to clarify the entitlement of special allowance for holding of additional post.  I am directed to refer to the instructions issued vide Finance Department's circular letter No.FD.SR.II-2-38/70 dated 17.03.1989 regarding rationalization of compensation on holding of additional charge of a post. It is clarified that condition of minimum period of one month for entitlement of special allowance for holding additional post still holds good.  

RATES OF DAILY ALLOWANCE ON OFFICIAL DUTY WITHIN THE COUNTRY

Pakistan Water and Power Development Authority issued clarification regarding admissibility of daily allowance to employees. Finance Division (Regulations) Wapda vide its O.M. dated 14.07.2017 referred to above notified revised rates of Daily Allowance with regulating parameters inter alia the one as mentioned below:  "Daily allowance will be admissible only for the actual night(s) at the out station for which daily allowance is claimed. Where night stop is not involved and if absence from Headquarters exceeds four hours, hall daily allowance will be allowed."  Different quarters have asked clarifications w.s. to admissibility of Half / Full Daily Allowance. It is intimated that the condition of night stay for full Daily Allowance or absence from HQ exceeding 4 hours without night stay for 1/2 Daily Allowance in fact sets the minimum threshold against the previously same parameter of 8 hours irrespective of night stay. PROHIBITION OF BOOK TITLED SARMAYA URDU PUBLISHED WITHOUT PRIOR APPROVAL OF PUNJAB CURRICULUM AND TEXTBOOK BOARD

  Punjab Curriculum & Textbook Board issued a letter regarding prohibition of the book titled "Sarmaya Urdu" published without prior approval of Punjab Curriculum and Textbook Board, Lahore by M/S Tahzib Sons, Publishers. It has come to know that the subject cited book published by M/S Tahzib Sons, Publishers contains content regarding wrong date of birth of founder of Pakistan "Quaid-e-Azam Muhammad Ali Jinnah". Moreover, this book is being published and sold without prior approval of Punjab Curriculum and Textbook Board, which is a violation of Section 10 of Punjab Curriculum and Textbooks Board Act 2015.  You are therefore, directed to stop producing, printing, publishing, selling or using the said book in any institution and immediately recall its stock from Schools, Book Shops and from any other place. CONSTRUCTION OF DUAL ROAD FROM ALIPUR CHOWK TO KALASKY AND GONDLANWALA BYPASS

Prime Minister's meeting with ticket holders (PTI) / noteable from Gujranwala Division regarding construction of dual roads from Ali Pur Chowk to Head Qadirabad. Kindly refer to this Office 0.0. Government of Pakistan, Cabinet Secretariat, Establishment Division issued instructions under Government Servants (Conduct) Rules, 1964 regarding procedure for participating in electronic, print and social media platforms. Various instances have come to the notice of this Division that Government Servants participate in electronic, print and social media platforms to air their views on a variety of subjects. However, it has been observed that in many such instances, procedural requirements under the Government Servants (Conduct) Rules, 1964 are either not complied with in letter and spirit, or in many cases, totally ignored.
