RATES OF DAILY ALLOWANCE ON OFFICIAL DUTY WITHIN THE COUNTRY

Pakistan Water and Power Development Authority issued clarification regarding admissibility of daily allowance to employees.

Finance Division (Regulations) Wapda vide its O.M. dated 14.07.2017 referred to above notified revised rates of Daily Allowance with regulating parameters inter alia the one as mentioned below: 


  • "Daily allowance will be admissible only for the actual night(s) at the out station for which daily allowance is claimed. Where night stop is not involved and if absence from Headquarters exceeds four hours, hall daily allowance will be allowed." 


Different quarters have asked clarifications w.s. to admissibility of Half / Full Daily Allowance.


It is intimated that the condition of night stay for full Daily Allowance or absence from HQ exceeding 4 hours without night stay for 1/2 Daily Allowance in fact sets the minimum threshold against the previously same parameter of 8 hours irrespective of night stay. It means whenever at least one night stay is involved only then claim for one full Daily Allowance is established, where such night stay is Not involved and absence from Head Quarter exceeds four hours, then 1/2 Daily Allowance can be claimed. Where stay exceeds one night there arises no question of considering application of minimum threshold like 1/2 Daily Allowance for any fraction of day exceeding 4 hours. 


Further, other fundamental TA Rules like when a day starts and ends, remain same. Similarly, the day cannot be more than of 24 hours and that any fraction of the day would be reckoned as full day for TA.


Accordingly, the queries sent for clarification w.r. to admissibility of Half / Full Daily Allowance are hereunder answered:-

  • If an employee leaves his Headquarter at morning 7 a.m. on 01.08.2017 and returns at 05.30 p.m. on same date with more than 04 hours absence from Headquarter. Whether he would be entitled to half Daily Allowance or full Dally Allowance. In such cases, the employees are entitled to Half Daily Allowance only.
  • If an employee leaves his Headquarter at 7 p.m. on 01.08.2017 and returns at 04.30 a.m. on 02.08.2017 with more than 04 hours hours absence from Headquarter. Whether he would be entitled to half Daily Allowance or full Daily Allowance. In such cases absence from headquarter is more than 4 hours but night stay is not involved as such half Daily Allowance will be admissible for 01.08.2017 and for 02.08.2017 employee is entitled to Daily Allowance.
  • If an employee leaves his Headquarter at morning 7 a.m. on 01.08.2017 and returns at 05.30 p.m. on 02.08.2017 with night stay and more than 04 hours absence from Headquarter on both dates. Whether he would be entitled to full Daily Allowances i.e. for 01.08.2017 and 02.08.2017 or full Daily Allowance for calendar date 01.08.2017 and half Daily Allowance for date 02.08.2017. Two Dailies
  • If an employee leaves his Headquarter at morning 7 a.m. on 01.08.2017 and returns at night on 01.30 a.m. on 02.08.2017 with no night stay but more than 04 hours absence from Headquarter. Whether he would be entitled to half Daily Allowance or one Daily Allowance or 2 Daily Allowances i.e. for 01.08.2017 and 02.08.2017. Two Dailies
  • If an employee leaves Headquarter on 01.08.2017 for temporary duty at out station. After availing over night stay at temporary place of duty, leaves for Headquarter on 02.08.2017 and reaches back on 03.08.2017 at 01.30 a.m. Whether he would be entitled to half Daily Allowances for calendar dates 02.08.2017 & 03.08.2017 or full Daily Allowances for said dates. Three Dailies.

All the cases of TA / DA, which have been paid/settled before the issuance of this Office Memorandum will not be reopened.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
