DELEGATION OF POWERS FOR GRANT OF LEAVE / EX-PAKISTAN LEAVE

Military Accountant General (MAG) issued a letter regarding delegation of powers for grant of leave / ex-Pakistan leave. A case regarding grant of leave in r/o officers / officials (departmental cadre and ex-cadre) was under consideration in this office and the MAG has been pleased to delegate the following administrative powers in order to ensure smooth functioning of the department to the Controllers as under:- Leave ex-Pakistan and NOC to the officers B-17 and above will be sanctioned by the Military Accountant General. a) Leave ex-Pakistan and NOC to the official B-16 and below be sanctioned by the Controller concerned (except CMA (GB) and CMA (O)) under intimation to MAG's office. b) In case of CMA (GB) and CMA (O). SNE ESTIMATES FOR THE ESTABLISHMENT OF SOUTH PUNJAB CIVIL SECRITARIAT

Government of the Punjab, Services & General Administration Department, Deputy Secretary (B&A) issued a letter regarding SNE estimates for the establishment of South Punjab civil secretariat. It has been desired by the Competent Authority that Punjab Civil Secretariat (South) may be established for effective supervision of Provincial Departments in the Southern Punjab. I am further directed to state that Budget Calendar as detailed in the Budget Call Circular FY 2019- 20, reflects that deadline for submission of proposal of SNE`s is 30th November, Whereas, Inter Departmental Meetings / Consultations with Administrative Secretaries to discuss and finalize budget proposals (B.E, R.E and SNE`s) is 30th April. CLARIFICATION REGARDING GRANT OF HIGHER QUALIFICATION ALLOWANCE

Government of the Punjab, School Education Department issued clarification regarding grant of higher education allowance. Query No.1:- In number of cases the teachers (SST) have obtained M.Phil degrees without prior permission / NOC. In such cases whether M.Phil Allowance may be granted or not. Advice:- Teachers who are already in service cannot take admission in universities / colleges to acquire higher qualification without proper Departmental Permission / NOC. However, if any NOC was requested well in time prior to admission in University / College to acquire Higher Qualification and it was delayed or not issued and the teacher took admission without waiting for NOC then those teachers may also be allowed M.Phil Allowance. However, this exercise will not be repeated in future and all CEOs (DEAs) may be issued clear cut instructions in this regard. CLARIFICATION REGARDING THE PAYMENT OF PENSION TO DIVORCED DAUGHTER

Government of the Punjab, Finance Department issued a clarification regarding payment of pension to divorced daughter. Query of AG Office No.1:-  The date of commencement of pension to divorced daughter will be commenced w.e.f the date of issuance of above said notification or otherwise. Reply by Finance Department:- The date of commencement of Family Pension to divorced daughter will be w.e.f the date she was divorced. Query of AG Office No.2:-  Family pension cases which have been closed after the death of Government servant or his widow due to non entitlement of other family member beyond the period of 10 years or unexpired portion of pension whether these cases of divorced daughter are opened or not. GUIDELINES FOR E-TRANSFER SYSTEM FOR TEACHERS OF SCHOOL EDUCATION DEPARTMENT PUNJAB

Government of the Punjab, School Education Department (Monitoring Wing), Director (Monitoring) issued a letter regarding guidelines for e-transfer system for teachers of school education department Punjab. School Education Department has developed E-Transfer System for teachers of Punjab with the collaboration of Punjab Information Technology Board (PITB) Lahore. Teachers can apply for transfer through online system. In this regard, login and password of each teacher has already been sent on their mobile numbers. Each teacher must have to login in SIS / E-Transfer System by 25th April, 2019 in any case. For queries related to login / password please contact (042-111-11-2020).
