AMENDMENTS FOR SOUTH PUNJAB SECRETARIAT IN PUNJAB GOVERNMENT RULES OF BUSINESS 2011

 Government of the Punjab, Services and General Administration Department (Implementation & Coordination Wing) issued a notification regarding amendments in the Punjab Government Rules of Business 2011.


In exercise of the powers conferred under Article 139 of the Constitution of the Islamic Republic of Pakistan read with rule 49 of the Punjab Government Rules of Business 2011, Governor of the Punjab is pleased to make the following amendments in the Punjab Government Rules of Business 2011 with immediate effect:

AMENDMENTS 

In the Punjab Government Rules of Business 2011: 

1- In the rules: 

(1) In rule 2:  

(a) in clause (j), after existing entry, the following proviso shall be added: "Provided further that the Chief Minister may notify more than one department for conduct of business of the Government in distinct and specified sphere for the same set of subjects in public interest"; 

(b) in clause (x), after existing entry, the following shall be added: "Provided further that the Government may notify one or more Secretariat of the Provincial Government in public interest"; and (2) 

(c) in clause (y), after the words "Additional Chief Secretary" the words and expression "Additional Chief Secretary South Punjab" shall be inserted. 

(2) In rule 3: (a) in sub-rule (1), after the words "First Schedule", before the full stop, the words "or as many departments as specified by the Chief Minister" shall be inserted; 

(b) in sub-rule (2), after the words "the departments", before the full stop, the words "or may create more than one Department for same set of subjects in public interest" shall be inserted; and 

(c) In sub-rule (3), alter existing entry, the following proviso shall be inserted: "Provided further the Chief Minister may, by notification, allocate business of the Government to specific geographical areas i.e. Division, District, Sub-Division as the case may be, to any department in public interest.". 

(3). After rule 9, the following shall be added: "9A: Functions of the Additional Chief Secretary South Punjab.- (1) The Additional Chief Secretary South Punjab shall, except the power under clause (b) of rule 9 of the rules, exercise all powers of the Chief Secretary given under laws, rules, notifications and standing orders of the Government, unless notified or directed otherwise by the Chief Secretary. 

(2) The Additional Chief Secretary South Punjab shall co-ordinate and supervise the activities of all the Departments in the South Punjab Secretariat on behalf of the Chief Secretary 

(3) The Additional Chief Secretary South Punjab shall keep the Chief Secretary informed of all the developments and acts strictly in accordance with the instructions and directions conveyed to him by the Chief Secretary.". In the First Schedule:

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. Short title, Commencement and Application:-  (1) These rules shall be called the Civil Servants (Efficiency and Discipline) Rules, 2020.  (2) These shall come into force at once and shall apply to every Civil Servant. 2.  Definitions:-  (1) In these rules, unless there is anything repugnant in the subject or context requires otherwise; (a) "Act" means Civil Servants Act, 1973 (Act No. LXXI of 1973); (b) "accused" means a civil servant against whom action is initiated under these rules; (c) "authority" means the appointing authority as prescribed in rule 6 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973: Provided that where proceedings under these rules are to be initiated against two or more civil servants jointly, the authority in relation

COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
