VIEWS OF FINANCE DEPARTMENT ON QUERIES RAISED REGARDING TIME SCALE PROMOTION TO HIGHER SCALES

Government of the Punjab, Finance Department issued clarification regarding time scale promotion to higher scales in response to the queries raised by School Education Department (SED).

Will the Section Officer (Promotion-I), Government of the Punjab, School Education Department, kindly refer to his letter No. SO(P-I)SED/6-7/2019, dated 18.10.2019, on the subject noted above?


The Finance Department has examined the observations raised in the letter referred to above and these are hereby answered in an annotated format: -

  • Whether the applicants who retired between the intervening period from 01.02.2019 to the date of clarification by FD i.e. 26.07.2019, are eligible / entitled for the grant of Time Scale Promotion or not? 
  • The incumbents who retired on or after 01.02.2019 are entitled for grant of Time Scale Promotion.
  • Whether the applicants who are paying their services on deputation in different organizations (Federal/Provincial) before or after the cut date of 01.02.2019, are eligible / entitled for the grant of Time Scale Promotion or not? By their parent department (SED);
  • That the deputationist will be entitled to Time Scale Promotion after his return in the Parent Department but the date of effectiveness of the Time Scale Promotion will be the date of entitlement' because Time scale Promotion is not promotion, (but rather it is an up-gradation), which follows DPC/PSB meeting and joining for actualization of promotion.
  • Whether the applicants against whom FIRs are registered with pending decisions are entitled for the Grant of the Time Scale Promotion or not?
  • Finance Department's Notification No.FD.PC-40-12/2017 dated 19.04.2019 imposes condition of possessing good / satisfactory service record. A general clarification is being issued separately in this regard.
  • Whether the SSTs (Regular BS-16) who already availed BS-17 & BS-18 through upward mobility (C.M. Package), are eligible/entitled for the Time Scale Promotion to next higher scale of BS-18 & BS-19, respectively or not? 
  • Finance Department's Notification No.FD.PC-40-12/2017 dated 19.04.2019 imposes condition of possessing good / satisfactory service record. A general clarification is being issued separately in this regard.
  • If an incumbent has granted selection grade, move over or regular promotion in higher scale of BS-17, for example: 
  • (a). Supposed to be designated as Superintendent (BS-17), and after then, he/she has promoted as EAD (BS-17) on regular basis while earning premature increments each time. In this way he/she remained in the same scale even after availing three times promotion to BS-17
  • (b). In such type of cases, whether the length of service for the grant of the Time Scale Promotion would be counted from the date of first promotion in BS-17 on the basis of selection grade / move over or from regular promotion as Assistant Director (BS-17)?
  • Attention of AD may be drawn towards FD's Notification No.FD.PC.40-80/2015(115/19), dated 03.09.2019 which provides that the length of service in the same scale for the grant of Time Scale Promotion would be counted from the date of upgradation, promotion / regular appointment (whichever is later) of the post held by the concerned incumbent.

TIME SCALE UP-GRADATION TO NEXT HIGHER SCALE OF OFFICERS OF PITC

  Managing Director, Pakistan Electric Power Company (PVT.) Limited (PEPCO) issued an office order regarding time scale upgradation of officers of PITC from BPS-19 to BPS-20. In pursuance of PEPCO's Office Memorandum No.GM(HR)/HRD/A-693/17384-421 dated: 27.05.2010, No.GM(HR)/HRD/A-693/1250-81 dated 17.08.2010, NO.GM(HR)/HRD/A-693(M)/ 2032-63 dated 29.09.2011, No. GM(HR)/HRD/3695-3720 dated 21.12.2011 and the Meeting of Time Scale Up-gradation(TSU) board held on 31.10.2020, the following officers of PITC, are hereby allowed up-gradation from BPS-19 to BPS-20 with effect from the dates mentioned against each:  Muhammad Fiaz Awan Director (IT) w.e.f 27.08.2019 Attique Ahmad Director (IT) w.e.f 27.08.2019  The above officers will hold the same posts but with a changed designation of next higher post in line by prefixing the word "Additional".  The officers so upgraded, if already exercising financial powers, shall exercise enhanced financial powers i.e. enhanced by 50% o...

GRANT OF ADDITIONAL CHARGE ALLOWANCE

Government of the Punjab, Finance Department issued clarification regarding grant of additional charge allowance. I am directed to refer to this Department's circular letter No.FD.SRII.2-38/70, dated 17.03.1988, on the subject cited above and state that following questions have arisen about the subject matter: Whether additional charge allowance for more than one posts can be granted to the same officer? Whether additional charge allowance against a post lower in status than the incumbent post-of the officer, holding the charge, can be allowed?  The case has been examined in the Finance Department. It is clarified that where the Administrative Departments/organizations grant additional charge of more than one posts to its officers due to service exigencies, the additional charge allowance in this behalf shall be allowed against all such additional charges by the concerned authority, for a period not exceeding 3 months, against each post.
