UP-GRADATION OF THE POST OF COMPUTER OFFICIALS / OFFICERS

Government of Sindh, Finance Department, Finance Secretary approved the up-gradation of the posts of Computer Operator / Data Entry Operator and Data Procession Officer.

The matter of up-gradation of the posts of Computer operator /Data Entry Operator and Data Processing Officer BPS-7/8, 11/12 & BPS-16 was earlier placed before the Provincial Cabinet in its meeting dated 25-04-2019 and the Cabinet decided to constitute a Committee comprising of the following members to deliberate upon different aspects of the subject matter including financial implications, service structure, potential amendments in rules, comparison with other provinces and suggestions regarding introduction of uniform policy in all departments. SGA&CD accordingly notified vide its Notification No. SOVI(SGA&CD)/13-27/2019 dated 6.05.2019 (Annexure:1): -

  • Secretary, Information Science & Technology
Accordingly, meeting of the Committee was held under the Chairmanship of Hon'ble Minister for Health and Population Department on 16.09.2019 and it has unanimously been recommended by the said Committee that the IT personnel may be upgraded as proposed by Finance Department on the pattern of Punjab Government. The IT individuals after up-gradation of their posts will be given training to enhance their capacity building. This entails financial implication of Rs. 458.752 million vide minutes of the Committee placed at (Annexure-II).

A Summary for Chief Minister Sindh was initiated for placing the matter Before the Provincial Cabinet and The Honourable Chief Minister Sindh has been pleased to approve the same (Annexure-III).

On the recommendations of the Committee, the proposed up-gradation is as under:
  • Computer Operator (BS-7/8) with Intermediate (2nd Division) + 6 Months Training in MS Office with 40 wpm speed on Computer typing  to BS-12 as Junior Computer Operator 
  • Computer Operator / Data Entry Operator (BS-11/12) with Graduation + 6 Months Training in MS Office / BCS 3/4 years Degree (2nd Division) having three years experience or equivalent degree to BS-16 as Senior Computer Operator
  • Computer Operator / Data Processing Officer (BS-16) Graduation + 6 Months training in MS Office / BCS Degree (2nd Division) + three years' Experience as Computer Operator / Senior Computer Operator / Data Processing Officer (BS-16) and in case of fresh appointment prescribed qualification would be MCS / MS (IT)/B.E (Computer Systems) etc from HEC recognized University to BS-17 as Senior Data Processing Officer.

Accordingly, the matter is placed before the Provincial Cabinet for approval of the recommendations of the Committee regarding up-gradation of the posts of Computer Operator / Data Entry Operator and Data Processing Officer BPS-7/8, 11/12 and BPS-16 respectively, as mentioned above.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1.
