INCENTIVE ALLOWANCE IN PROJECTS / PROGRAMS, POLICY UNITS / POLICY CELLS / COMPANIES / AUTHORITIES FOUNDATIONS AND FUNDS

Government of the Punjab, Finance Department issued a notification regarding grant of incentive to the in-service regular government servants appointed / posted in projects / programs policy units / policy cells / companies / authorities foundations and funds.

I am directed to refer to the subject cited above and state that the Competent Authority has been pleased to decide that in supersession of this department's letter No. FD.SR.1/9-20/2006 dated 27.07.2018, the in-service regular Government Servants so appointed / posted in Projects, Programs, Policy Units / Policy Cells / Companies / Authorities, Foundations and Funds shall be entitled to grant of "INCENTIVE ALLOWANCE" under object code 'A01250" in addition to their admissible salary (substantive pay + admissible allowances) under the respective pay scales with effect from 23.09.2019 at the following rates:-



  • BS-22 Rs.300,000-350,000 
  • BS-21 Rs.250,000-300,000 
  • BS-20 Rs.200.000-250,000 
  • BS-19 Rs.150.000-200.000 
  • BS-18 Rs.100.000-150.000 
  • BS-17 Rs.75,000-100,000 
  • BS-16 Rs.50.000-75,000 
  • BS-11-15 Rs.40,000 
  • BS-05-10 Rs.30,000 
  • BS-01-04 Rs.20,000
The above mentioned Incentive Allowance shall be admissible subject to the following conditions:-

  • It will be applicable for all for all Projects, Programmes, Policy Units, Policy Cells Companies, Authorities, Foundations and Funds.
  • It will be reviewed annually by the "Selection Board" constituted video No FD.SR-II/1-12/2009, dated 22.10.2019.
  • Appointments against the posts of Project Directors, Directors General. Chief Executive Officers, Managing Directors and Head of an entity, whatever the designation may be, to the extent of Government servants should be made by respective competent authority on the recommendations of the "Selection Board". As regards other posts to the extent of Government Servants the shall be processed in the prescribed manner for recruitment, but the proposed incentive allowance shall be placed before the said board consideration. 
  • For private private sector employees, appointment against the post of Head of an entity, whatever the designation may be, or other subordinate posts should be made by the relevant prescribed channels of recruitment under their relevant law, rules, regulations etc. 
  • In case, Executive Allowance is admissible on a post, then there will be an option to choose either of one.

All Administrative Secretaries are requested to ensure the implementation of the above mentioned conditions.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
