CLARIFICATION REGARDING GRANT OF ADVANCE INCREMENTS ON THE BASIS OF HIGHER QUALIFICATION TO SSTs

Government of the Punjab, Finance Department issued clarification regarding grant of advance increments on the basis of high qualification to the Secondary School Teachers.

I am directed to refer to your letter No.TM-1/1-1A/Part File/201920/545-550 dated 13.11.2019 on the subject cited above.


The case has been examined. Finance Department observes as follows:

Clarification

  • What will be the fate for the entitlement of advance increment in respect of SST teachers possessing higher qualification prior to 01.12.2001 but were not allowed benefit of the advance increments
  • SST Teachers possessing  higher qualification prior to 01.12.2001 are entitled for grant of Advance Increments in terms  of this Department's letter No.FD.PR. 12-6/2017, dated 09.10.2019.
  • Whether the re-payment of increments shall be made now to the employees whose increments have been deducted from their pay? 
  • Yes, in the light of policy  decision circulated vide No.FD.PR. 12-6/2017, dated 09.10.2019 
  • Whether all the cases in which the advance increments have been reduced at the time of their retirement shall be paid now and their pension cases shall be revised?
  • Yes, in the light of policy  decision circulated vide  No.FD.PR. 12-6/2017. dated  09.10.2019.
  • The above referred letter dated 09 10.2019 is meant for Secondary  School Teachers, it may be guided whether the above decision will be applicable on all other teachers e.g. EST, PTC etc. or only for SST teachers?
  • The letter No. FD.PR. 12-6/2017 dated 09.10.2019 is applicable  in case of SSTs only.

TIME SCALE UP-GRADATION TO NEXT HIGHER SCALE OF OFFICERS OF PITC

  Managing Director, Pakistan Electric Power Company (PVT.) Limited (PEPCO) issued an office order regarding time scale upgradation of officers of PITC from BPS-19 to BPS-20. GRANT OF ADDITIONAL CHARGE ALLOWANCE

Government of the Punjab, Finance Department issued clarification regarding grant of additional charge allowance. I am directed to refer to this Department's circular letter No.FD.SRII.2-38/70, dated 17.03.1988, on the subject cited above and state that following questions have arisen about the subject matter: Whether additional charge allowance for more than one posts can be granted to the same officer? Whether additional charge allowance against a post lower in status than the incumbent post-of the officer, holding the charge, can be allowed?  The case has been examined in the Finance Department. It is clarified that where the Administrative Departments/organizations grant additional charge of more than one posts to its officers due to service exigencies, the additional charge allowance in this behalf shall be allowed against all such additional charges by the concerned authority, for a period not exceeding 3 months, against each post.
