THE PUNJAB REGULARIZATION OF SERVICE (AMENDMENT) BILL 2019

It is necessary to amend the Punjab Regularization of Service Act 2018 (XV of 2018 to reduce the period of four years to three years to facilitate the regularization of contract employees and to broaden the scope of the Act to all the contract employees who have continuously been serving as such for a period of three years. Be it enacted by Provincial Assembly of the Punjab as follows: 


  • Short title and commencement- (1) This Act may be cited as the Punjab Regularization of Service (Amendment) Act 2019.
  • (2) It shall come into force at once. 
  • Amendment in section 1 of the Act XV of 2018 - In the Punjab Regularization of Service Act 2018 (XV of 2018), in section 1, for subsection (3), the following shall be substituted:
  • (3) It shall apply to all the persons employed on contract in a department, who have completed three years continuous service before or after the commencement of the Act."
  • Amendment in section 3 of the Act XV of 2018- In the Act, in section 3, for subsection (2), the following shall be substituted:
  • "(2) Notwithstanding anything contained in the Act, the contract employees who have continuously been serving as such for a period not less than three years shall be eligible to be considered for appointment on regular basis if:
  • (a) a regular vacancy allocated for initial recruitment is available for regularization: 
  • (b) he is qualified for the post: 
  • (c) he has not been appointed on a special pay package, 
  • (d) his performance during the period of contract has remained satisfactory, and 
  • (e) he does not opt to continue as contract employee."
  • Repeal - The Punjab Regularization of Service (Amendment) Ordinance 2019 (VII of 2019) is hereby repealed.
  • AMENDMENT IN THE CLAUSE OF THE BILL
  • MINISTER FOR LAW Clause 1 In the said Bill, in clause 1, for sub-clause (2), the following shall be substituted:
  • "(2) It shall come into force at once and shall be deemed to have taken effect on and from 22 October 2019."

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. Short title, Commencement and Application:-  (1) These rules shall be called the Civil Servants (Efficiency and Discipline) Rules, 2020.  (2) These shall come into force at once and shall apply to every Civil Servant. 2.  Definitions:-  (1) In these rules, unless there is anything repugnant in the subject or context requires otherwise; (a) "Act" means Civil Servants Act, 1973 (Act No. LXXI of 1973); (b) "accused" means a civil servant against whom action is initiated under these rules; (c) "authority" means the appointing authority as prescribed in rule 6 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973: Provided that where proceedings under these rules are to be initiated against two or more civil servants jointly, the authority in relation

COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed.
