ELIMINATION OF DELAY IN FINALIZATION OF PENSION CASES

Government of the Punjab, School Education Department issued a letter regarding Elimination of Necessary Delay in Finalization of Pension Cases.
  • I am directed to enclosed herewith a copy of letter No.PS/PSCM/CMO/19/OT-47/027620 dated 24.09.2019 received from Principal Secretary to Chief Minister on the subject noted above and to state that Rule 5.1 of Punjab Civil Services Pension Rules, 1963 provides that;
  • "All authorities dealing with applications or pensions under these rules should bear in mind that delay in the payment of pensions involves peculiar hardship. It is essential to ensure, therefore, that a Government Servant begins to receive his pension on the date which it becomes due."
  • Further Rule 5.2 of the Rules ibid reads that;- "The responsibility for initiation and completion of pension papers is that of the Head of Department / Attached Department concerned in the case of *[Government servants holding posts in BPS-16 and above] and of the Head of Office concerned in the case of **{Government servants in BPS-1 to 15}. The action should be initiated one year before a Government servant is due to retire*** [and pension papers, complete in all respects, should be sent to the audit officer six months before the date of retirement] so that pension may be sanctioned a month before the date of his retirement."
  • The Chief Minister has observed with great concern that the above said instructions are not being adhered to. Usually pension cases are being submitted after date of retirement of the retiring officer / official. Resultantly, inordinate delay continues to be caused in the payment of pension to the retirees.
  • Keeping in view the above position following instructions are hereby issued for compliance in letter and spirit.
  • i) The Directors Public Instruction (SE/EE), Punjab, Lahore and all Chief Executive Officers (District Education Authorities) in Punjab must ensure that all pending pension cases of officers / officials who have retired / under process should be disposed of before 31st December, 2019.
  • ii) Monthly progress report regarding disposal of all pension cases by all Chief Executive Officers (District Education Authorities) must be submitted to this department by 2nd of each month through DPI concerned who shall submit consolidated report by 5th of each month.
  • iii) In pursuance of Rule 5.2 of the Punjab, Civil Services Pension Rules, 1963 pension cases of officers BS-18 & above may be submitted to this department six months before the date of retirement of officer concerned.
  • iv) In future, all pension cases must be decided strictly in the light of the Punjab Civil Services Pension Rules, 1963. In case of delay, the DPI (SE/EE) Punjab, Lahore and CEO(DEA) concerned shall furnish a justification to this department.
  • v) No Pendency of Pension Cases Certificate shall be submitted by the DPI(SE/EE), Punjab, Lahore and CEOs(DEA) to this department each month.
  • vi) DPI(SE/EE) Punjab, Lahore and CEOs(DEA) must ensure that the action for pension sanctioning has been initiated one year before a Government Servant is due to retire.
  • It is, therefore, requested that the above said instructions may be followed in letter and spirit and assigned top priority. In case of failure, concerned DPI (SE/EE) Punjab and Chief Executive Officer (DEA) shall be held responsible.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
