REGULARIZATION OF 108 CONTRACT POSTS (ASSISTANTS, COMPUTER OPERATORS, DRIVERS) APPOINTED UNDER PUNJAB DISTRICT MONITORING OFFICER (MINISTERIAL STAFF)

Government of the Punjab, Services & General Administration Department (ADMN Wing) issued a letter regarding request for regularization of 108 contract posts i.e. Assistants, Computer Operators and Drivers appointed under Punjab District Monitoring Officer (Ministerial Staff) Service Rules, 2005 Services & General Administration Department (S&GAD) Regulations Wing, S&GAD.

Please refer to your applications dated 13.03.2018, 30.10.2018 & 15.12.2018 and to state that your request as cited in the subject has been examined in S&GAD, School Education Department and PMIU, PESRP, Lahore.

It is informed that in view of the clarifications given below, your request for regularization of contract appointment is not covered under the policy:-
  • The incumbents of posts of Programme Director, Additional Programme Director, AD (Accounts, Admin & Account Officer, Administration Officer and District Monitoring Officer are not originally recruited employees of PMIU-PESRP but they are posted by S&GAD for a specified period.
  • Some Senior Data Processors / Data Processors working in DMO Offices on regular basis are in fact the employees of defunct EMIS Cells which were subsequently merged in PMIU-PESRP in 2006. Aftar establishment of PMIU-PESRP in 2003, all recruitments have been made on contract basis in accordance with Punjab Government Contract Appointment Policy, 2004.
  • Appointment of contract employees of Punjab Government departments on regular basis is a policy mater to be decided by Government of the Punjab in S&GAD (Regulation Wing). In the past, S&GAD (Regulations Wing) regularized the services of contract employees (BS-1 to 15) of the Punjab Government departments vide its notifications dated 14.10.2009 and 1st March, 2013. However, it was clarified in these notifications that the contract employees working in various Projects / Programmes / PMIUs / PMOs and other time bound development activities shall not be covered by the said notifications.
  • Since the contract employees belong to PMIU-PESRP, which is a time bound Programme, therefore, the request for regularization of the contract services is not covered / maintainable under the S&GAD's notifications dated 14.10.2009 and 01.03.2013. However, if in future, PMIU of PESRP is turned into permanent establishment to continue to provide support to School Education Department in its areas of expertise, the case of these contract employees may be considered for regularization.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed.
