GRANT OF PH.D, D.SC AND M.PHIL ALLOWANCE

Government of the Punjab, Finance Department, Section Officer (SR-I) issued a letter to clarify the Grant of Ph.D. D.SC and M.Phil Allowance to the employees of Government of the Punjab.
  • The case has been examined. Government of the Punjab has extended the facility of M. Phil Allowance across the board to its employees in light of policy letter No.FD.SR-I/9-21/2011 dated 01.04.2013. Those having 18 years education equivalent to M. Phil degree are also entitled for grant of M.Phil Allowance. Federal Government’s instructions dated 04.01.2017 have not been adopted by the Government of the Punjab. Now, Administrative Departments are empowered to grant M.Phil Allowance to their officers in a prescribed manner as per clearance / advice by the Higher Education Commission Pakistan, Islamabad without placing such cases before the Qualification Equivalent Determination Committee (QEDC) in light of Finance Department's Policy letter No.FD.SR-I/9-50-A/2013 dated 11.11.2014. It is pointed out here that after the commencement of 18th constitutional amendment provinces are quite autonomous in policy matter of the subjects in their domain. Adoption of the Federal Government letter dated 04.01.2017 is not binding to the Punjab Government. Further necessary action may be taken accordingly.

In continuation of this Directorate General circular of even number dated 11-03-2019. CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed.
