NOTIFICATION REGARDING CLARIFICATION ABOUT INSPECTION ALLOWANCE OF ASSISTANT EDUCATION OFFICERS

Office of the Accountant General Punjab, Lahore,  Deputy Accountant General issued a clarification regarding payment of inspection allowance to the Assistant Education Officers (AEOs) working in School Education Department. 

Detail of Notification:-

It has been observed that the orders of Government of the Punjab, School Education Department issued vide No.SO(Budget)1-15/2013(VoI-II) dated 15.01.2018, regarding payment of Inspection Allowance @ Rs. 25,600/- P.M. to the male/female Assistant Education Officers working in School Education Department are not observed in true letter & spirit. The above said allowance was to be allowed on monthly basis subject to the Verifiable Key Performance Indicators developed by School Education Department but some DAO's allowed this allowance to the Assistant Education pleased to  Officers with the pay of the officers, which is inconsistent with the rules and procedure.

In the light of the position above, the Accountant General, Punjab has now been pleased to order henceforth as under:-
  • The payment of Inspection Allowance allowed to Assistant Education Officers into all over the Punjab with Pay Roll be stopped immediately and should be paid through bills / computer changes after expiry of the month for which the Inspection Allowance is being drawn after fulfillment of requirement of the said allowance & subject to fulfillment of Verifiable Key Performance Indicators.
  • The wage type was created without intervening the comments of the TM & HR Section which has created misunderstanding according to the requirement of the issue. In future such work should be finalized with full care to avoid any misunderstanding.
  • The payment is subject to verification of the key performance indicators by the respective CEO/DEO in the following month.
  • All are directed for strict compliance

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
