NOTIFICATION REGARDING CLARIFICATION OF ADMISSIBILITY OF CIVIL SECRETARIAT ALLOWANCE TO THE OFFICERS / OFFICIALS OF CIVIL SECRETARIAT, GOVERNOR'S HOUSE / SECRETARIAT AND CHIEF MINISTER'S OFFICE

Government of the Punjab, Finance Department, Deputy Secretary (PC) issued notification regarding non-admissibility of Civil Secretariat Allowance @ 50% on running basic pay scales 2017 to the employees of Civil Secretariat Punjab, Governor's House / Secretariat and Chief Minister's office (BS-1 to BS-22).


Detail of Notification:-

The Governor of the Punjab has been pleased to grant "Civil Secretariat Allowance" @50% on running Basic Pay Scales 2017 w.e.f 01.01.2018 to the employees of Punjab Civil Secretariat, Governor's House / Secretariat and Chief Minister's Office (BS-1 to BS-22) who are drawing their pay from the payroll of Civil Secretariat Departments, Governor's House / Secretariat and Chief Minister's Office. The said allowance will not be treated as a part of emoluments for the purpose of calculation of pension / commutation.

Civil Secretariat Allowance will not be admissible to the following categories;

i-  The officers / officials of Punjab Civil Secretariat Departments, Governor's House / Secretariat and Chief Minister's Office on deputation or posted by transfer outside the Secretariat, Governor's House / Secretariat and Chief Minister's Office including Attached Departments. field formations and Autonomous Bodies.

ii-  The employees during extra ordinary leave, study leave, long leave for 120 days or more, training abroad or under suspension.

iii- The officers (belonging to Judiciary) deputed in the Law or any other department in the Punjab Civil Secretariat, who are in receipt of Judicial / Special Judicial Allowance.

iv-  The officers / officials of Punjab Civil Secretariat Departments, Governor's House / Secretariat and Chief Minister's Office while posted in other departments in the Secretariat in who are receipt of department specific allowance.

v-  The officers / officials of non-Secretariat offices deputed to work in the Punjab Civil Secretariat Departments, Governor's House / Secretariat and Chief Minister's Office if already in receipt of department specific allowance.

vi-  The employees of Special Education Department at Secretariat level, already in receipt of Special Allowance.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. Short title, Commencement and Application:-  (1) These rules shall be called the Civil Servants (Efficiency and Discipline) Rules, 2020.  (2) These shall come into force at once and shall apply to every Civil Servant. 2.  Definitions:-  (1) In these rules, unless there is anything repugnant in the subject or context requires otherwise; (a) "Act" means Civil Servants Act, 1973 (Act No. LXXI of 1973); (b) "accused" means a civil servant against whom action is initiated under these rules; (c) "authority" means the appointing authority as prescribed in rule 6 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973: Provided that where proceedings under these rules are to be initiated against two or more civil servants jointly, the authority in relation

COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed. In this regard you are directed to make it simple and easy for all teachers through establishing PERs desks in CEO office, where all such teachers who have not yet got countersigned their PERs will submit their PERs for counter signature from the concerned countersigning officer.            The incharge / focal person of desk shall provide these PERs to · concerned counter singing authority through special messenger and after counter signature the counter signing authority will provide PERs t
