DECISION OF ISLAMABAD HIGH COURT ISLAMABAD REGARDING UP-GRADATION OF NON-MINISTERIAL CADRE OF PAKISTAN POST OFFICE

Islamabad High Court Islamabad issued a decision regarding Up-Gradation of Non Ministerial Cadre of Pakistan Post Office.


The summary of decision:-



  • After hearing the parties at length, it has been observed that office of DG Pakistan Post Office has already recommended up-gradation of non-ministerial staff against various cadres in Pakistan Post Office Department. Whereas, Establishment Division has earlier upgraded four (04) different positions only whereas present petitioner / National Organization of Postal Employees Union is claiming up-gradation of fourteen (14) pots of non-ministerial cadre on the same analogy. 
  • Representative of Regulation Wing, Establishment Division attendance contends that they have recently received the letter regarding detailed study of 14 posts of non-ministerial of Pakistan Post Office, where-after they will submit the report for their recommendation as to whether the same should be upgraded or not? He further contends that Establishment Division shall require some reasonable time to complete the study after considering the record as the strength of the employees of Pakistan Post Office is approximately 35,000. 
  • In view of above, office is directed to transmit a copy of instant writ petition along with annexures to Secretary, Establishment Division, Islamabad, who shall decide the matter within a period of six (06) months in accordance with law under intimation to this Court.

CIVIL SERVANTS EFFICIENCY AND DISCIPLINE RULES 2020

  Government of Pakistan, Cabinet Secretariat (Establishment Division) made Civil Servants Efficiency and Discipline Rules, 2020.  Prime Minister approved to make the following rules:-  1. COUNTER SIGNATURE ON PERs OF TEACHING STAFF AND THEIR UPLOADING ON SIS

  Directorate of Public Instruction(EE), Punjab Lahore issued directions regarding counter signatures on Performance Evaluation Reports (PERs) of teaching staff and their uploading on School Information System (SIS).           Through a number of complaints received from different corners it has learnt that in the field offices, teachers are facing problems in getting countersignature on their performance evaluation reports(PERs) to update in HRMIS.            The matter has seriously been viewed.
