BAN ON CORPORAL PUNISHMENT IN ALL EDUCATIONAL INSTITUTIONS (PUBLIC AND PRIVATE)

Government of the Punjab, School Education Department, Director (Monitoring), Chief Minister's Monitoring Force issued a notification regarding complete ban on corporal punishment in all educational institutions (public and private).
The notification written is as under:


In compliance of the Honorable Court's directions in writ petition No.1070273/2017, titled Syed Miqdad Mehdi v/s Govt. of the Punjab etc. the Competent Authority has been pleased to reiterate that there is complete ban on corporal punishment in all education institutions (public and private).

Moreover, it is to clarify that the term "corporal" or "physical" punishment means any punishment in which physical force is used and intended to cause some degree of pain or discomfort, however light it may be which may involve hitting ('smacking', 'slapping', 'spanking') a child, with the hand or with an implement (a whip, stick, belt, shoe, wooden spoon, etc.) including kicking, shaking or throwing a child, scratching, pinching, biting, puling hair or boxing ears, forcing a child to stay in uncomfortable positions, burning, scalding or forced ingestion (for example, washing a child's mouth out with soap of forcing him to swallow hot spices), including mental abuse or any other kind of punishment but not limited to".

In case of any violation of the instructions of the Department, strict disciplinary proceedings against the responsible Head Teachers / Teachers will be initiated. Furthermore, all Chief Executive Officers (DEA) are responsible to disseminate and implementation of the above directions to all the Heads of Government and Private education institutions for compliance / adherence to the policy instructions on corporal punishment.
